下降，美国国债增加的同时，总利息支出是不断下降的。
美国的问题不是很大，联邦开支占GDP25%，债务高，主要原因是2点。
1.小布什2个unfunded war，大概花了2-3T，减税花了2T，一共4-5T
2.小布什的金融危机造成联邦收入下降太多，但是支出没法减，因为都是法律规定的必
须开销，就是automatic stabilizer，social security，medicare，medicaid，这些
支出，都是现有法律规定的，至于不是法律规定的，最大头就是军费开支了，所以
Obama倒霉在跟着Bush后面做总统，收入下降那么大，支出又是法律规定的，无论如何
赤字一定会大。
但是即使这些赤字加起来，最大问题还是medicare的问题，你如果真做过研究，就会发
现其他问题按时间序列往后predict，都容易解决，medicare的问题是最难解决的。改
革medicare是必然，但是这个一定是富人，中产，和穷人博弈的过程。谁犯傻把自己利

化所早成的资金不足不是很大，大概20%不到，但真正的资金不足unfunded liability
已经达到基金的300%。现在加入安保体系的人期望拿的钱是将会放进去的3倍。现状和
当初FDR的假设差别如此大，最主要的原因是长期低利率，零利率。FDR的模型需要基金
有持续5%左右的投资回报才能收支平衡。而最近十几年以致将来若干年，政府为了刺激
