as to others response about Japan and Soviet Union.
there are two differences.
(1) Japan has not been a TRULY independent country since 1945.
US allows it to buy weapon but the key weanponaries such as GPS system, long
range missile, nuk are not allowed. So Japan did not act as a true threat
to US.
(2) Soviet was not a capitalist country. China economically is. So Soviet
does not have economic ability to support preliminary steps (economic war)
before a military war.

Soviet Union got industrial equipment from US during the 30's, when US
industry was in the middle of great depression. US heavy equipment
makers had no customer except Soviet Union. If they didn't sell to
Soviet Union, they were going bankrupt. US government at the time
didn't have policy to restrict high tech equipment to communist
countries either.
That's a completely different environment than what China was facing.

y.state.gov/historicaldocuments/frus1969-76v18/d12），说这是1973年中美会谈时
的一份记录，里面有猛料，于是点击来看。。内容果然十分劲爆，而且人物形象栩栩如
生，可以当话剧来演了。在网上搜了一下，没有看到有现成的比较好的翻译，只看到有
机器翻的，所以顺便把相关的段落中英对照地翻了出来，以缅怀伟大领袖毛主席对男女
