弗吉尼亚宪章是1776年6月12日通过的，Thomas Jefferson未能参与的原因是他当时远
在Philadelphia参加第二次大陆会议，并于6月11日加入了the Committee of Five来起

每读一次就不得不再次感慨当时立国之父们的英明及远见。他们在北美这块土地上，抛
弃了大不列颠的君王统治，建立起美利坚这样一个伟大的国家。
一切似乎都是上帝赐予的：这块土地上不仅有雄伟壮观的东部阿普拉契山脉及西部的落

无论是life，liberty还是pursuit of happiness都是你与生俱来的，不是别人提供的
。当你有这些权利的时候，任何其他人的权利都不受影响。
而不劳而获则不然。你可以不劳动就有吃有喝有住房有医保。但是无论是吃是喝是住房
还是医保，都不是你与生俱来的。是需要别人的劳动提供的。当你说你有这些right，
那么必然就要有人有obligation。
不劳而获是不是基本人权？你可以说是，这完全可以是你的道德，你的ideaology。但
是你一定要认识到，只要不劳而获是某些人的基本人权，那么劳而不获就是另外一些人

左派认为： 让懒惰的人变得勤劳， 让愚蠢的人变得聪明， 显然是很困难的。 他们认
为， 反其道而行之： 让勤劳的人变得懒惰， 让聪明的人变得愚蠢会容易一点。
于是象法国一样， 强制规定周末不许上班，每周工作不许超过35小时， 用这种方式来
逼迫勤劳的人和懒惰的人看齐。
象美国一样， 强制规定学校录取不许看成绩， 用这种方式来强迫聪明勤劳的人向愚蠢
懒惰的人让路， 得不到教育机会， 于是和愚蠢懒惰的人看齐。
我承认努力工作的人对很多懒惰的人造成威胁。聪明的人对愚蠢的人造成威胁。
但是左派的人宁愿共同贫穷， 也不愿意让少数人先富起来。
这里无有对错之分，只是这样， 左派应该改一下口号： 共同贫穷， 而不是共同富裕。
允许一部分人先富起来。带动后富， 虽然永远无法共同富裕， 但是整个社会一直在向
富裕的方向发展， 越来越富。 当然一样平均富裕的情况是永远达不到的。 所以口号
也要改一下： 共同奔向富裕。

重大区别的背景原因，同时也比较两党主政时期的实绩，以事实和数据来比较哪一个政
党的理念和政策更加有效。
1993 - 2016 两党相持不下的僵局
最近的24年，表面上是民主党（克林顿和奥巴马）占据优势，入主白宫16年，共和党只
有小布什的八年。但是在国会，同时掌控参众两院，共和党占了14年，民主党只有6年
，另外4年是民主党控制参议院，共和党控制众议院。
再具体分析，克林顿和奥巴马都是只有在他们八年中的前两年是获得由民主党同时控制
国会两院的支持，而小布什的前六年都是由共和党控制国会两院。这就是说，克林顿和
奥巴马其实是只有两年的时间来推行实践他们的治国理念和竞选诺言，而小布什则有足
足六年的时间。
历史偶然吗？
那么在2001-2007年，共和党保守主义在美国完全一党独大（美国最高法院则至少从
1991年开始直到今年二月极端保守派的Scalia去世，保守派已经控制了25年了）的结果
是什么？是2007-2008的全球金融崩溃，和由此引发的二次大战结束以来最严重的经济
大萧条。
