一个是国家fiscal breakeven的成本。几个大的player，美国的生产成本是36.2，沙特
是9.90，俄罗斯是17.20，而国家fiscal breakeven的成本，美国没有，俄罗斯和沙特
都是105美元左右。所以博弈的目标是，生产厂家先倒闭，还是国家先破产。理论上来
讲，对于美国来说，美国的生产成本就是油价的平衡点，保护美国的产油业，同时最大
限度的打击对手。对于俄罗斯和沙特来说，短期内（比如一两年）越低越好（比如低于
30），打击其他产油国家产油公司，使其倒闭，以到达减产提价的目的。长期博弈，产
油国没有资本和美国叫板，油价30，沙特2018年就破产了 。

fiscal year 2011 is used up, the company has to wait until 04/01/2011 to
apply for fiscal year 2012's H-1B, which begins at 10/1/2011. There is still
quite a few H-1B quota left for fiscal year 2011, but it will be used up in
a few months, so your company needs to be fast.

是工作时长实在是多太多了，算hourly rate我们可能连最低工资都没有。第二，去四
大的人，都是仗着年轻精力旺盛，趁着没小孩，没日没夜的加班，混了几年就跳出来，
30之前找个轻松的工作，生娃顾家。lz老婆都已经有小孩了，而且已经30+了，去firm
精力绝对顾不上，自己都顾不过来，更不可能顾家顾小孩了。第三，lz所谓的一年只有
一月到四月是忙季，不知道是哪里听说的？audit的忙季不像tax是只有一月到四月的，
而是跟客户的fiscal year end有关。如果运气好，客户的fiscal year end是12/31，
那么就是一月到四月忙，如果客户的fiscal year end不是12/31，那么就是另外的月份
忙。我有同事被分配客户有12/31, 3/31, 6/30, 9/30，基本一年到头都是忙季，很少

况且那5000也是EB4里面的一个限额，跟EB3毫无关系。
EB3里面的EW确实有个全世界的限额，是每年10000，但EB3C年度限额2503是包括EW的，
所以你不能排除EW来单独计算余下的EB3C。
另外你说“中国的 EW 绝大多数都是 CP。”也是错误的。根据最新FY11公布数据：

中国EB3C CP总共实批1492，其中EW只有404，而普通EB3C有1088，仍旧是占绝大多数。
并且我计算的EB3C CP比例是根据实批数据计算，所以所谓CP 拒绝率远高于 I-485之类
的因素完全不需要考虑。
综上，我计算的EB3C CP:485总比例1.42正确无误。EB3C里面的EW CP:485会高于1.42，
其余EB3C的CP：485比例略小于1.42，但EW总体比例很小，不影响大局。
