1. 收礼的不交税，送礼的有可能要交税
2. 每年有一定数额的exclusion, 比如$13000, 数额在这个annual exclusion以下的，
不需要汇报。如果已婚的，数额乘二
3. 如果超过了annual exclusion, 需要向IRS汇报，填写Form 709，Form 709的目的是
track你已经给了多少超过annual exclusion的gift
4. 但是，每个人都有一个life time gift tax exemption, 目前是 $1million。每年
超过annual exclusion的部分会从life time gift exempt中减掉，在你达到life time
exempt之前，不需要交税。
换句话说，假设过去的N年中，有M年你给过别人gift, 总数是T，只要 T-(M*Annual
exclusion)不超过1million，都不用交税。
