If rate is R, APR=[1+(R/12)]^12-1
some banks charge extra fee on top of loan. They will put them into APR. So,
check it if this is the case.

compounding periods 就是 periodic effective rate, 可以直接算payment。
mortgage的quote， rate=APR， APR=APR including Fees

是复利，亦即那个 RATE。
APR 是联邦政府规定的，lender 等应该提供给老百姓的一个数据 (因为老美很多是数
字上的白痴)：APR = adjusted rate by considering the fees。如果 0 fee，APR =
RATE。
极端情况，如果 lender 给你很多回扣，then APR < rate。 |

但是这里rate比APR低，怎么这么奇怪？
