/07，预计8月会是08/22/07，这两个月是目标为批485的真排期，基本上清空07大潮的

多的优势，占据了大部分的名额。而这个原则也应该用于SO的分配上。现在烙印利用了
人数多的优势，包揽了所有的SO，这显然违反了设置CAP的目的。在SO的分配上也应该
设置CAP。在第一轮分配时，一个国家最多只能用7-10%的名额，其他的名额则同样按照
7-10%分配给别的国家。只有当所有其他国家都不存在BACKLOG时，这个国家才能用完剩
余名额。
既然在全部名额分配时要设置CAP体现公正，为什么在分配SO时就不能设置CAP以体现公
正？按照目前的趋势，烙印源源不断地增加新军。所以，如果现在的SO分配方式不变，
他们将永远包揽SO，而其他国家将永远不能得到SO。烙印的排期靠后，不是别国的过错
，为什么要别国的申请者来承担后果？

?再说,如果真做到了用完排期再分SO,全给印度怎么也太明目张胆了,他自己也得想想是

1. HR3012导致大批印度EB3升级eb2, 使eb2i有太多case的PD在中国之前。由于SO按PD
分配，只要有一个烙印在中国最早PD之前，SO也是先轮到他
2. 今年初奥本强行把ROW eb2很多名额给了中印，今年全部要补回来（奥本已经说ROW
会一直current，于是中印从eb2 row里少拿SO）
3. 2009、2010年开始，经济形势好转，绿卡申请人大幅增加（包括ROW, EB1C），所以
SO减少
4. eb5投资移民数量猛增，甚至今年可能建立排期，所以导致eb5 falldown给eb2的名
额减少
5. 现在经济形势好转，印度外包公司拼命abuse eb1c，导致eb1 falldown给eb2的名额
减少
这里面最核心的因素是（1）。只要SO按PD分配，按照现在烙印积压的数量，中国未来1
、2年内别想吃任何SO。
之前偶尔有08PD，4年就批了，那是史上最快。现在2010、2011的PD，按照PD+5(甚至6)
年来expect，是比较合理的。 |

collect2: ld returned 1 exit status
google了一下，也没有什么头绪，但是有文章讲
libc.so.N (where N is 6 or more).
我自己的机器上有/lib/libc.so.6,这个实际上是个link 文件，指到libc-2.11.2.so上
去的。
俺的问题是：
1. 这个libc.so.0是怎样被指定必须使用这个lbc.so.0而不是libc.so.6?

其实这是错误的！！
中国的CUT OFF day 会比印度提前！！ 中国用完了自己的2800先， 即使有20K个SO,按
照1:10的
比例，把这20K个SO全给印度，中国的CUT OFF day还是领先老印，所以说中国在2007年
后，一个SO
都别想拿到。除非 SO 大于28K个。
这里的假设是中印比例是1:10, 我觉得这个比例比较合理，因为老印有更多的family和

如果真是这样的话，奥本就是拿了一根大骨头，给老中舔了舔就拿走了，咱还感激得热
泪盈眶，回头一看烙印正抱着大骨头啃呢。
细想了一下，奥本不一定是针对老中，但他做决定的准则无疑是会偏袒烙印的，这个就是中
印排期的绑定，在这个前提下的季度so也许并不利于老中。我自己理解季度SO是每季度
在中印之间分配SO,前提是中印都用完自己的配额，但是如果前提换成中印排期绑定，
那就会造成中国的排期被烙印拖住，自己用都是自己的配额，而烙印早早开始吃SO，还
是独食，到最后一个季度，中国终于吃完自己的了，SO已经几乎没有了。
不过现在这些都是猜想，连季度SO都是我们猜得，但是对整个EB2C的可能影响会很巨大

diversity原则可以做一个Support。
1，中国EB2 按月推进，印度一次性用完全年的名额和SO的剩余名额。这样分配方法是
中国无法就没有SO。
2。韩国的EB2前2年使用名额多余中国。 他们没有排期，其他剩余名额全部给印度，这
样的话7%的限额只适用于中国EB2。 没有其他国家受到真正收到7%的限制。
3。目前SO的分配与Diversity原则冲突。去年印度拿走的1万多个SO，那他们就拿到了4
倍的7%， 也就占用了30%的名额。
4。这次EB3推倒2006年10月也是一个证据。名额还没有用完就推，也是歧视。
SO分配的方案是奥本制定的。即使我们起诉DOS，怎么也要单独把奥本列出的。可以同
时起诉DOS和
奥本。奥本才是我们真正的目标。 |

的SO分配方案，除了印度团体的努力之外，还有一个原因是它实在非常容易执行。我们
以Diversity指出当前做法的问题，那么如老赫建议的，我们也应该提供一个简单可行
的SO分配方案。
我的想法如下：
如果共有10000个SO名额，当前有5个国家EB2存在排期，那么每个国家的SO名额为2000
个。如果这5个国家中有2个国家分别只需要500个名额就可以Current,那么剩余的3000
个名额在余下的3个国家中平均分配，依次类推，直到SO用完。

大热的BBC电视剧，第二季的三部在2012年初终于都出来了，太激动了（第一季就已经拍得非常出色了，终于盼来了更精彩的第二季）；看了S2E1，觉得还要再看个2-3遍；偷瞄了下S2E3，发现更精彩，也很煽情.
Don't be Dead 这句已经变得很经典了；网上也有好多人做了配乐、剪辑，发现这首 Ben Cocks 的 配S2E3 非常好.
Ben Cocks的还是首冷门，网上连个karaoke伴奏都找不到，谁要能下载到伴奏的话，发个给我，我给一笼小笼包 :)
