歐巴馬所領導的民主黨在期中選舉的重大挫敗，暴露了美國民主的根本缺陷，這
個體制已經逐漸失去了為絕大多數民眾謀求福祉的最基本功能。
多數研究比較憲政體制的政治學者都不會推薦新興民主國家採納美國的權力制衡
設計。美國憲政的設計原理是刻意讓由多數民意產生的政府受到多重的權力制衡，讓代
表少數民意的政治力量有多重機會行使否決權。這樣一種制度設計，講求的是協商手腕
與妥協精神。如果社會的主流價值十分趨同，主要政黨之間的意識形態差距很小，還可
以維持平順運作；如果社會內部出現嚴重的價值分歧，主要政黨的基本立場南轅北轍，
這個體制很容易陷入僵局。

首先，如果我们有强大的宗教传统，确实会更有凝聚力。但是也分程度，与其继承伊斯
兰那种枷锁般的信仰，也许很多人宁愿过一盘散沙的世俗生活。那么你可以举例印度教
，没有那么极端，却同时能够凝聚人心。能达到一个合适的平衡最好，但是那是可遇而
不可求的。更何况，印度教其实给印度社会造成很大压力：迷信，歧视妇女，种姓制度
造成的人和人之间的不平等现在都很严重。只不过这些问题没有像极端伊斯兰那样占据
国际新闻的头条，我们没有看到而已。
然后，关于华人一盘散沙，这点确实是不争的事实。但是它背后的根源还并不清楚。我
能想到三种可能到：汉文化的集体主义的本质特征使然，历史经验不足，还有在当代对
全球社会巨变的过激反应。
第一种，中国文化需要一群人才能承载，因为它是世俗文明，不想基督教和伊斯兰，每
个人可以直接和上帝交流。如果这一点是华人不团结的根源，那么当华人数量达到一定
程度的时候就会自动团结起来。但是也有一个很大的阻力：就目前国人移民美国的程度
和美国华人生育的速度来看，当华人数量达到阈值之前，早就被主流文化同化了。
