3月27日加拿大航空被正式批准成为TWOV（免签证过境）的航空公司之一。大多数持中
国护照无绿卡的旅客在经过温哥华(YVR)和多伦多(YYZ)转机的时候，不必再像以前那样
提前申请加拿大过境签证(transit visa)。
大家最关心的是坐加航来往中美之间的问题。坐加航免签证过境的条件是：
1 中国-美国：
-持有有效美国签证和足够有效期的中国护照
-加航从北京/上海/香港/广州/马尼拉/台北出发直飞温哥华(YVR)和多伦多(YYZ)

。EB3P 多吃的名额来自 EB3 总额减去 Mexico 2803，China 2503，India 2803，
Philippine 2803 之后还吃用完的部分（Mexico 和 Philippine 应该都可以吃上）。
假设 EB3P 没有吃这部分，也不会旁落到 EB3C 手里，因为按照传统分配方法这些直接

进前进，停滞有可能但倒退的可能极小。而且我相信最终通过EB3C绿的人数会远超过所
谓2500的限额，如果有足够的EB2降级发5000也不是问题！
看看下面的历史数据就可知道，ROW和单独拿出来的两个倒霉蛋是采用不同方式进行数
量控制的，所谓2500或者2800“限额”对于和ROW一起排期的国家根本就不存在。比如
，南韩去年EB2拿了7152，EB3拿了4373，哪有什么限额？再看看2008和2009的EB3数据(
也就是EB3C打官司的依据)，很明显墨西哥、菲律宾拿到的数量都超过了所谓限额。
由此可以得出一个结论：当和ROW绑在一起时，批准与否只取决于ROW整体批准数量的控
制，是一个大锅里吃饭。只有当被作为TOP2的国家单独拿出来开小灶时，才会按月平均
分配自己的限额，也才有最后抢大锅里剩饭(SO)的事情。

标 题: 关于在加拿大转机的问题

3月27日加拿大航空被正式批准成为TWOV（免签证过境）的航空公司之一。大多数持中
国护照无绿卡的旅客在经过温哥华(YVR)和多伦多(YYZ)转机的时候，不必再像以前那样
提前申请加拿大过境签证(transit visa)。
大家最关心的是坐加航来往中美之间的问题。坐加航免签证过境的条件是：
1 中国-美国：
-持有有效美国签证和足够有效期的中国护照
-加航从北京/上海/香港/广州/马尼拉/台北出发直飞温哥华(YVR)和多伦多(YYZ)
-当天转机去美国（离开温哥华(YVR)和多伦多(YYZ)可以是任何航空公司的航班）
