Green Card Progress
Behold, a small miracle of bipartisan immigration reform.
As any Silicon Valley entrepreneur can tell you, Uncle Sam's stinginess with
green cards is making it hard to retain foreign-born talent in the U.S. Yet
more than a decade of kvetching has produced nada from Congress because
Republicans and Democrats can't agree on comprehensive reform.
That's why the Fairness for High-Skilled Immigrants Act, which passed the
House on a bipartisan vote recently, deserves a polite round of applause.
But please, no standing ovation. Even if the bill gets through the Senate,
it falls far short of what's needed.
Getting a U.S. green card is a daunting process, and one of many problems is
"the 7% cap," which stipulates that no country is allowed to receive more
than 7% of the total employment and family-sponsored green cards dished out
in any one year.
For emigres from Scandinavia that may not be a barrier. But it has left
untold Chinese and Indian applicants waiting years for an employment-based
green card. Family-sponsored immigrants from other countries fare no better.
According to an October 2011 paper by Stuart Anderson at the National
Foundation for American Policy, "the wait time for a U.S. citizen
petitioning for a brother or sister from the Philippines exceeds 20 years."
The Fairness act does away with the country cap on employment-based visas
and raises the cap on family-sponsored visas. On the employment side,
applicants from India and China will benefit most because they will no
longer be pushed back in the line simply because of high numbers. They will
be processed on a first-come, first-served basis. Family-sponsored
applicants from Mexico and the Philippines will also benefit as the cap on
any single country will be raised to 15% from 7%.
For businesses looking to hire advanced-degree candidates or skilled workers
, the end of the cap is a good thing. The 7% solution sought to make the
American dream accessible to people from every nation. But today's reality
is that American universities are graduating a high number of foreign-born
engineers, computer geeks, scientists, mathematicians and nurses that come
from a narrow list of countries. The U.S. will be more prosperous by letting
graduates who land jobs stay permanently.
The trouble is that the House bill does nothing to address the real problem:
140,000 green cards a year for advanced-degree and skilled workers is far
too few. By refusing to increase the number, or to make a special category
of green cards automatically available for American university graduates in
science, technology, engineering and math, Congress is again delaying reform
that could help the lackluster U.S. economy.
Then again this is Congress, and the bipartisan vote shows progress on an
issue that has become thoroughly politicized. In a reminder of that mood,
Iowa's Chuck Grassley, one of the GOP's restrictionists, has put a Senate
hold on the House reform because "it does nothing to better protect
Americans at home who seek high-skilled jobs during this time of record high
unemployment." His office suggests the bill might go first to the Judiciary
Committee to ensure an open debate.
Our guess is that he really wants the bill to die, but by all means let's
have a debate. Mitt Romney and Newt Gingrich both say they favor more high-
skilled immigrant visas, and President Obama's jobs council has endorsed
more too. The House bill is at least a small step forward. |

按道理,犹太人应该是和conservative的价值观比较一致才对,比如同性恋,堕胎,
fiscal上也很conservative,但是传统上美国犹太人就是支持民主党。

我想我之前老板支持GOP可能是因为他是富人的关系
和他的族裔关系不大
好比大学教授一般是支持民主党的
但是商学院的教授却是支持GOP占多数

昨天wsj首页是几个棒子女人在哭,说说中国人杀了一个韩国官兵.
当初棒子用船撞死中国船员的时候,这帮人怎么不放头条?

liberal, liberals又说它是conservative, 我是受了conservatives的影响一直认为它
是liberal的。
