“一带一路”怎么翻译？这可不是小问题

德国历史学家斯宾格勒曾指出，“民族彼此之间的理解也像人与人之间的了解一样
是很少的。每一方面都只能按自己所创造的关于对方的图景去理解对方，具有深入观察
的眼力的个人是很少的、少见的。”([德]斯宾格勒：《西方的没落》，商务印书馆
1995年版，第308页)
这一点，对于中国公共外交更突出。中国概念太中国化，不了解中国特殊文化背景
的外国人很难理解，很难把中国的政治语言翻译成他国语言。到底是迁就西方的理解还
是让西方迁就中国的理解，成为中国公共外交的典型悖论。
中国的象征——“龙”，翻译为西方语境中会喷火的邪恶“dragon”，容易被西方
理解但也容易遭异化。这背后是文明的道统与通约性问题：外界能否放弃先入为主、自

象一模一样。至于Cape Brenton,只有一句话，人间仙境，语言无法描述。随便一例，
我在哪里亲眼看到了清晨的大西洋洋面上云蒸雾绕，明白了云原是可以在洋面形成并上
升的，场景震撼。maritime地区还有一个好玩的地方，Fundy Bay国家公园。那里经常
会看到码头比船的桅杆还高。开始我不得其解为什么把码头修那么高，到了傍晚明白了
，海平面上升了十米之多，船身恰好和码头平齐。涨潮的时候那里的海面不是平的，也
没有浪，而是静静的向岸边翘起。还有一江山风景如画的地方，banff国家公园，去过

俱乐部。因为这帮人是法官，所以处处模仿法院也是自然的，包括把俱乐部名字都定成
什么‘仲裁庭’。但其实他们的意见毫无约束力。如果说他和联合国有什么关系，那就
是这个法官俱乐部组织在联合国备了案，属于联合国承认的国际组织之一。仅此而已。
在过去的时间内，由于其意见缺乏约束力，这个所谓‘仲裁庭’能够调解成功的案例非
常少，以至于一段时间基本淡出人们视线。这次由于美国的舆论导向，这个玩意才突然
