已实施了严格监控，但一些普遍存在的“新污染物”却成为漏网之鱼。
据《华盛顿邮报》报道，虽然美国联邦环境保护署一直都在密切监测全国各地水系统中
不断出现的各种新物质，以避免有害物质污染水源，但由于该机构所必须遵循的法规不
仅复杂而且具有争议，已致该机构官员二十年来未能成功地对任何新污染物进行规范管
理。
联邦环保署自20世纪90年代才开始对高氯酸实施新的管理标准，该化学物质普遍存在于
炸药、道路照明和火箭燃料中，监测人员在超过1600万人使用的饮用水中发现了这一污
