总体而言，大多数银行都在拓展信用卡在美国以外的消费。其中做的最好的是Chase,
Capital One,Discover。
注：不是在谈ATM取当地cash的foreign transaction fee，那是debit card
具体分类入下：
【Chase】
所有收年费的信用卡(除了southwest Plus)都是免foreign transaction fee。
道理很简单，southwest主要美国国内航班，有个别中美墨西哥的，不是太在乎本来就
很小的海外消费环节。
更新：$69年费的Plus是要收。 / 99年费的Premier，是免。
其他的酒店卡，航空公司卡非常看重客户在travel的同时，在海外市场的消费。
Chase自己的信用卡，Sapphire Preferred目标就是让到处travel人士使用。Ink是biz
卡，原则上用户的刷卡量肯定会很大，所以也提供该benifits.JP Morgan Palladium/

我之前在国内工作了一小段时间，在国内交了税，在美国报税的时候用了Foreign Tax
Credit，因为不够用deduction的条件。国内叫的税太多，所以有了一些被CarryOver了
。今年报税的时候发现不能用Foreign Tax Credit，因为没有Foreign Income，因为
Foreign Tax Credit每年的limit是根据Foreign Income的比重来算的。
我的问题是，我之后没什么计划回国内的工作，虽然CarryOver有十年，要是十年没有
Foreign Income，那我的这些Credit是没法报回来的了。我感觉这不太合理。
请问大家有相似的经历，能指教一下有什么方法吗？

即使Discover的客服说有，事实上也是没有。
你在除了中国以外的其他国家用Discover可能会有Foreign Transaction Fee, 但是那只可能是Discover收。如果当地的银行收任何费用，应该不会叫做Foreign Transaction Fee.
不过你要告诉Discover你去中国了，这个卡要在中国境内当银联用，并且要告诉他们你的行程的起至日期，有时候甚至还要告诉他们你什么时候在中国的哪个城市用这个卡。
假如某次你用卡的时候，被Discover的网络给decline了，你需要给Discover的客服打电话，说你的卡没问题，让他们接着让你用。
国内商家有时候不认这个卡，你需要跟他们说明这个就是银联卡，不会给他们增加任何手续费，如果他们还不相信，让他们给银联客服打电话确认。即使这样有时候他们还是不认，身上备一些在其他商家刷的刷卡小票做证明。 |

用BOA付skype费用，也被一直扣Foreign Transaction Fee。
在这里请教，如何避免这个费用。哪个银行不需要Foreign Transaction Fee
不知道能否要回来。

CHASE FREEDOM® 的Foreign Transactions fee的说明只是：
3% of each transaction in U.S. dollars.
而BankAmericard® Power Rewards® 的说明非常详细：
3% of the U.S. Dollar amount of each transaction made in a foreign currency
or made in U.S. Dollars that is processed outside the United States.
我就是盯住这个区别来解释的。
所以后来CS特别给我写了message详细说明了terms and condition里的Foreign
Transactions fee。
刚申请了BOA的travel rewards卡。这个版上学了很多。 |
