因为review很少，只有3，所以没有claim这条，现在长到5，还给一个会议review

Timeline: 6.14 efile到NSC，隔天寄出申请材料；11.23得到RFE的online notice，11
.26收到RFE LETTER.
背景及提交的材料包括：
（1）4封独立推荐信，4封非独立推荐信，3封编辑证明/推荐信，1封公司老总专利应用
证明信。这些信总体来源于美国、加拿大、中国。
（2）11个杂志的37次review。
（3）14篇文章，3个中国专利，10个会议摘要。
（4）102个引用，没区分中文/英文、自引/他引。

过去30天看见好多EB1B的战友被0002和0214 NOID，我也预感不好，今天公司律师告诉
我收到NOID(其实已经过去好几天了），算了下只有20天出头的时间准备材料。
申请的背景如下：
1. PhD，业内大公司R&D Engineer，分析化学背景，偏冷的仪器领域。
2. 一共7篇journal，其中5篇一作。3篇1作和另外2篇不是一作发表在Analytical
Chemistry上（领域top期刊）。
3. 推荐信7封，一封来自导师，一封合作教授，一封公司研发部VP，其他4封是
independent，分别来自美国，英国（2封），瑞典。
4. 提交的时候引用77个，现在89个。
5. 会议oral presentation 4次，poster 1次。
申请的情况：
公司一直用Fragomen的律师，申请过程中感觉水平不行，我自己早期把关了RL（现在看
来是没写好没突出重点）和后期自己按版上的完全重写了PL（自己感觉写的还可以，感
觉IO没看）。
律师的PL claim了4项，只有7页。我后来删减到了3项，扩孔到15页，涵盖很多大家常
用的方式。

，被书引用，有杂志基于我发表的文章邀请我写热点介绍的文章，我请这些人写了独立
推荐信。那个专利请原单位的副总写了推荐信，说明专利如何得到应用。
考古了一下版上对这个IO RFE的应答，好像不太乐观啊，是不是与其绞尽脑汁与他纠缠
，不如 withdraw 重新递，碰碰运气更靠谱？求过来人建议。

没有claim award和media report，结果同样的列了很长的说只有国家级奖才算

请问一定要等收到hard copy才知道是Medical 还是 EVL吗？
我早就在公司内部换了工作，以前的部门都不在了。换工作也没做H1b amendment, 现

背景较弱：
CS phd, work in big company
8篇paper (5篇英文 3篇国内硕士时发的中文)
citation: 36，其中25个都是中文论文的citation，英文的只有11个
（这些都是他引，自引的英文还有20篇左右，都是导师和lab其他人发的）
review 40+ (有journal，也有conference TPC)
5 independe references + 2 dependent reference
自我感觉paper和citation少是硬伤。
IO是NSC2号，看起来是专发RFE的杀手，总结贴里有不少人栽在他手里，但是
还是想试试，毕竟花了好多心血。

马英九指出，这个法庭的存在，应该是为国际争端定纷息争、避免走上冲突甚至战争。但是，这样的仲裁结果，不但没有排难解纷，反而增加了冲突的可能。「在背後操控的势力，看似赢了面子，其实却输了裡子。」
「菲律宾对中国」南海仲裁案，常设仲裁法院今天公布结果，称中国大陆在9段线范围内主张的历史权利没有法律依据，而南沙群岛的所有海上地物，均为礁岩，包括太平岛在内。
马英九晚间在脸书发文表示，从去年12月到今年5月，包括他在内，150多名部会首长、国内外学者专家和国内外媒体，都访问太平岛，亲眼见证这个淡水充裕（南沙唯一）、农产丰富、生活机能完整的岛屿，完全符合「联合国海洋法公约」第121条关于「岛屿」必须「维持人类生存与自身经济生活」的要件。
他说，至今年4月底为止，也有430篇国际媒体完整陈述「太平岛是岛」的事实。太平岛是「岛」不是「礁」，已是国内外多数人的共识。

仲裁庭发布裁决
今日，根据《联合国海洋法公约》(“《公约》”)附件七组成的仲裁庭就菲律宾共和国
对中华人民共和国提起的仲裁案作出了一致裁决。
该仲裁案涉及在南海的历史性权利的作用和海洋权利的渊源、某些岛礁的地位及其能够
产生的海洋权利，以及菲律宾声称违反了《公约》的中国某些行为的合法性问题。考虑
到《公约》对强制争端解决的限制性规定，仲裁庭强调，它既不对任何涉及陆地领土主
权的问题进行裁决，也不划定当事双方之间的任何边界。
中国反复申明“其不接受、不参与由菲律宾单方面提起的仲裁”。然而，《公约》附件
七规定，“争端一方缺席或不对案件进行辩护，应不妨碍程序的进行”。附件七同时规
