正的源头就是这个极为简洁的《五月花号公约》。后来，美国的开国先贤所创立的国体
、政体及其制度基础——《美国宪法》，都能够从这几百个字的公约中看到它的影子。
我甚至一直认为，凡不能深刻理解《五月花号公约》的人，既没法理解历史上的美国，
也理解不了当代的美国，更看不懂未来美国的走向。
尽管我是个对世界各国的法治建设历史很无知的人，但我却一直没有来由地认为，在近
代世界历史上，美国宪法是一部极为罕见的“超稳定”宪法。“稳定压倒一切”我不知
道用英语该如何说，但稳定压倒了美国宪法或是美国宪法压倒了稳定，毫无疑问是个不
争的历史事实。这部简洁的美国宪法200多年来，除了增补了一些修正案外，历代美国
人居然没有动其中的一个字！我甚至比较愚蠢地预期，再过100年，美国人也不会动其
中的一个字。这是不是能够算一个人间奇迹？我以为，这应该可以算一个真正的人间奇

Arrest Laws)並考慮到以下幾點：該狀況警察介入是否可行？如果是，那麼應該立即通

In February, the Czech Republic became the first country to enact national
legislation aimed at eliminating light pollution.
Known as the "Protection of the Atmosphere Act," the bill passed both houses
of parliament (Chamber of Deputies and Senate) and was signed into law by
President Vaclav Havel on February 27, 2002. It takes effect June 1, 2002,

在刚刚过去的十月底，看到电视新闻说，政府已经按立法程序已经完成了对选举法的修改

我很高兴，心里想：那个充满隔离和歧视的选举法的多个条款早就应该修改、应该废弃了

也许，提出要进行“政治文明建设”、并主张把“政治文明”原则写进宪法写进党纲的胡

当局，有实际动作了，真的要把旧选举法里政治不文明（政治黑暗）的东西剔除掉。
在稍后有空了，我兴冲冲地到官方的新华社网站，找经过10月27日修改、新颁布的选举法

看。粗略浏览一遍，不禁怒火中烧。考，什么王八蛋的法律——依然是那个丑陋、野蛮的

吃人的选举法。仅仅根据一个条文，就可知道：这仍然是一个充满隔离意味、充满等级意
味、充满了对农民羞辱和歧视的、掠夺性法律。

而且大多数Lost property法里要求把拾到东西交给当局
