一、卡特澄清了历史公案
2007年12月5日，在中国举行的中美建交二十八周年纪念会上，中美建交时任美国
总统的卡特在会上宣读了他当时的日记， 记载中美1979年建交时邓小平默许美国对台
售武:
"邓小平同意，中国不会公开反对我们用和平方式解决台湾问题的宣言，他也明白
我们将在共同防御条约终止后继续向台湾出售防卫性武器。"
"他们在公开场合不会赞同美国向台售武，但是私底下他们知道武器还是会卖给台
湾的。"
二、邓小平默许美国对台湾售武
一件在国际外交史上如此重要大事的真相，是不容乱说的。如果卡特更改了当时的
情况，中国方面为了对历史、对国人交代，是绝对不能不加驳斥的。何况，中美建交事
件是中国当时的头等大事，所有的资料都应该保存齐全，要替邓小平和当时当政者辩护
也很容易以公布当时官方的资料、备忘录来澄清。邓小平的决定应该是代表当时中国共
产党的决定，他是如何作出决定、又是如何向政治局交代的？当时的谈判主要代表：黄
华、柴泽民也一定要同中央报告和接受中央的指示，他们不可能对售武这么大的议题自

目前还没有生效。另外此act只是个例行公事的act，主要功能是批准DoD budget，
每年此Act都要pass一次。里面也没有啥惊天动地的新内容，DoD该干啥还是
干啥，此Act只是acknowledge了DoD有US citizen detention的这些program，
并相应的拨款而已。DoD抓的US citizen，都是些在中东抓的有美国公民身份
的enemy combatant，跟普通老百姓屁关系没有。 |
