(1) Introduction: motivation and a brief description of the proposed work
(2) Objectives
(3) Background: what is known about the topic
(4) Preliminary results
(5) ...
I have two questions:
(1) I often write the Background part as an extended Introduction, so it
reads like a repetition. I don't have a good sense to distinguish these two
sections. Any good ideas?
(2) Should I combine the sections of Background and Preliminary Results?

carefully, and trim your proposal into the formality they required as much
as
you can.
