can borrow will be based on listing price.
If your appraisal value is lower than listing price, then the loan amount
you can borrow will be based on the appraisal price.
But the purchase price, will have nothing to do with the final appraisal
value, unless seller agrees to adjust the purchae price to lower value if
the apprasal come back low.
