弄得云里雾里的。一会儿说已经增加了，一会儿又通过了，数字都不一样。
请问一下有没有对这方面的介绍文章？中英文都可以，重点当然是关于科研经费这块的

However, the one is passing this Friday (hopefully), it is the actual
funding that government will have for the next 6 months (yes just 6 months).
Are you waiting on your NOA...it is not coming unless NIH actually have the
money to spend and not based on the continuing resolution. |

发帖数: 61690 | 5 简单介绍一下美帝的budgeting process. 美蒂的budget包括两大块mandatory
spending (SS, medicare)和discretionary spending. mandatory spending如果没有
新的budget act,就用过去通过的一直run下去。比如现在的就是按2011的budget
control act来run.
discretionary spending也就是个agent每年的budget是需要国会每年的appropriation
.如果国会不appropriation那么政府就要关门。这就是CR的原因。但是appropriation
的总数是由budget act来决定的。现在用的就是2011年的budget control act定的。但
是这个act cut的太狠了。除了13年enact后，国会一直都通过所谓的两年的mini
budget act来突破这个cap.国会2月通过的就是2年的mini budget act.
而总统每年春天的budget是理论上要管10年的包括mandatory and discretionary
spending.这是总统的宣传书，告诉民众自己的执政理念。通过的可能性非常低。但是
总统仍然提，因为他告诉自己的base,我的理念实现不了是国会在捣乱，你们要换批议
员。
克林顿当年否的是appropriation bill.早年间国会也会通过一个自己的budget,总统会
不签字，或者否决。但因为budget包括mandatory spending,不受民众欢迎，现在国会
已经很久不通过自己的budget了。
美蒂党争严重，现在唯一一个必须通过的bill就是appropriation bill.所以现在两党
都会给里面夹私货，比如主党就会加DACA,和党就会加反对堕胎。但一般到了参议院都
会被拿下。
美帝现在政治制度变成了一个死结了。 |
