OMG, it's what the pediatrician told you to do? You want to relief the
condition, not worsen it. The more you scratch the more likely he/she would

1) Developmental delay:
-I think your friend's daughter did not have speech/language developmental
delay.
-She appears having motor skill problems:
a) Gross motor skill problems: 不会跳绳, 不会拍球, and avoids taking part
in PE classes.
b) Fine motor skill problems: 不会用筷子, 拒绝用笔
c)Toilet training: 小时候祖母只要一把着她“嘘嘘”,她多少总会尿一点出来。

我推荐“1-2-3 Magic"这本parenting book给LZ, 作者是Dr. Thomas Phelan. 这本书
建议的parenting skills简单易行,却非常有效。
还有LZ的女儿只有3岁,给她的time out每次不应该超过3分钟。在time out 满3分钟的
时候,check on her, if she calms down, let her out. If she is still
oppositional, restart a time out for 3 minutes.
Time out minutes shall equal to the child's age. If put a little child in
time out too long, the child may become scared and may have worsening act
out behaviors in order to get his/her parents' attention.

Well, you are right in part, and wrong in part.
(1) Please take notice that foreign companies,* whose plants do assembly and
whose Chinese employee are young, unskilled laborers, principally look to
"15-24 years old" (female in particular)--NOT older laborers. The number of
this age bracket started dropping precipitously in 2006 and is expected to
bottom out in 2016--the same bracket you observe TOWARD 2009.

in in my CHinese writing. My CHinese handwriting was really bad. Now I even

Your classmate might have FSHD, facio scapulo humeral muscular dystrophy.
That is the third frequent muscular dystrophy. It is a autosomal dominant
genetic disease, so far there is no effective treatment.The life expectancy
could be normal, but need wheelchair life long.
The numbness in that disease sounds totally different from this case.
Xcontroller should be fine, he is only 33. Unless the situation is worsen
progressively, otherwise he does not need to see a doctor.

Age and sex are extremely important for physician's judgement. Similar
symptoms from young and old people have different meaning to a physician.
Generally young peoples are not likely ( does not mean "no") to have
diseases.
For clear diagnosis, additional examinations are necessary. However, these
examination means money.
Without a solid reason, (like worsen symptoms), usually you cannot suggest a
comprehensive exams. This is not an emergency case.
I suspect your classmate as FSHD (not 100% sure
