早年间，有Line-item veto时候，总统倒是可以这么干，看哪个开支不爽了，veto掉，
让国会重新通过。现在这种1万亿的spending bill,不能line-item veto,打包捆绑式的
，总统没有多大的选择，要么全否，政府关门，自己啥事干不成。要么就要接受。当年
有Line-item veto时候，林顿倒是爽了几年，结果国会告到最高法院，最高法院判Line
-item veto违宪，后面总统就没这么爽了。
这种两党两院长时间的协商，总统是不可能不参与的。他会派人，通过自己的党派，把
自己的priority写进去。这次trump要增加军费和修墙，最后军费增加，墙虽然不修，
但也给国土部增加了1.5 billion用来border control.
另外这种协商出来的bill,很可能最后是veto-proof.没总统啥事。 |
