自1946年至1971年，安理會的中國席位都是由中華民國政府代表。在此期間，中華民國
只在1955年12月13日行使了一次否決權，以阻止蒙古加入聯合國，因中華民國宣稱蒙古
為中國之一部分。直至1960年，蘇聯宣稱若蒙古不獲接納成為會員國，它會阻止所有新
獨立的非洲國家加入。中華民國当局没有参加投票。
自1971年中華人民共和國取代中華民國於安理會的議席後，它第一次行使否決權是於
1972年8月25日，以阻止孟加拉加入聯合國。孟加拉国（原东巴基斯坦）申请加入联合
国，中華人民共和國鉴于当时印度军队未撤出东巴基斯坦，且巴基斯坦并未承认孟加拉

This veto is exactly based on China's national interest, not on ideology.
China can not allow US to either have dominancy in middle east, nor allow
middle east to fall into chaos as result of US meddling. Nobody needs
another Iraq or Libya in the region. Only US can't seem to recognize that
everywhere they go, they leave ruined state behind. |

私有化本身不是问题,问题是怎么样的私有化.
私有化过程中必须保证国家,尤其是人民,从中能得到最大的利益,而不是相反.
作为私营的通用汽车，在大规模layoff后，经济一旦回暖，就开始召回之前部分被解雇
的员工；对比所谓的中国国有企业对下岗职工的态度，简直不可同日而语。
私有化过程中，国家在企业中不一定要保留“能做什么”的权利，但是一定要保留“不
能做什么”的权利。in other words，国家可以不保留提供企业发展构想，指挥企业具
体经营的权利，但是一定要保留veto企业特定行为（而不是所有行为）的权利，比如：
出售股份给外资，等等。
事实上，国有还是私有都不是问题，问题是如何提高企业效率，竞争力。国企，尤其中
国的，普遍存在竞争力差效率低的问题。但是是否私营就一定好呢？也未必。那种硕大
无比的私营公司，一样存在国企存在的问题，这究竟是所有制的问题，还是组织结构，
具体经营的问题？ |
