一个具体问题是老师甚至校长被从学校A转移到另一个学校B，“责任，能力，要求”是
否有变化？公式化一点就是责任D，能力C，要求R。同样的教师/校长（D(A),C(A),R(A)
）是否等同于（D(B),C(B),R(B))？
我的直觉是MCPS没胆量把好老师全安排到好学校或者差学校去。但是，他们把magnet
school放在差校从理论上就有能力把最好的老师调配到差学校。
