Review： 26 （7 journals）没有太好的杂志 (IF 2-4)
引用：递交时240+
推荐信：6封，4 independent，一欧洲，一澳大利大，四美国
找了律师，先提交eb1a然后追加pp，一周后收到NOID。IO判断单项满足标准，但
totality不够，NOID notice很长，批判的点比较多，我看不出IO真正关注的是哪一点
或者是每条都不放过，我总结了要点如下，也把原文附在文后了。
Review：
1. 仅有审稿的客观证据不足以证明sustained national or international
acclaim
2. 审稿次数被律师搞错了！
3. 不能证明比其他领域中的researcher审稿多，尤其和ed... 阅读全帖 |

发帖数: 218 | 17 上来和大家通报一声，真心感谢大家的建议和帮助！（可惜包子之前发光了）
加了四封推荐信（都是引用过文章的人），要了几封editor的信证明是领域top的人才
能被邀请审稿，
最主要的还是要挖料挖料挖料（之前不上心 惨痛教训啊筒子们），然后要在推荐信中
体现， 另外最后决定的回信策略是相当于重写了一遍PL， 而没有针对io逐条反驳（因
为可能就是个模版io拿来贴一下吧）
感觉这个0201还算比较公正，也有可能holiday season了，心情比较好^_^
以上希望可以给大家一些回复noid的参考信息，由于一些原因，更详细内容就不方便写
了，有问题欢迎私信询问！

的不是那个affordability的percentage，而是能afford的人口数和房子总数的比例。

我的观点是应该调准延迟音.
刚弹那一下那个打击的声音叫做attack, 大约持续20毫秒左右. 那时候由于弦刚刚被你
的手指/拨片紧绷->放开,它的张力比自由震动的时候大. 所以这个声音的音高肯定是比
后面那个持续的声音(叫sustain)高. 取决于你弹的力度, 你会发现你越用力弹,
attack越比sustain高. 换句话说, 琴没问题的话, sustain应该是很稳定的, attack取
决于你用力的大小而总比sustain高一点.
bottom line是, 调音的时候轻轻的拨弦, 这样sustain和attack的差别就忽略不计了.
acoustic guitar上, 有些人喜欢, 特别是在低音弦, 调一个attack和sustain的折中.
那也挺好. electric guitar上主要就是要sustain. 这些都是后话了. |

验的给提些建议，非常感谢！
背景：
美国Top20 PhD, Top10 Postdoc. Claim老三样：文章、贡献和审稿
文章：11篇。5 1st author；5 篇领域内最好杂志（IF~10）；一篇为中文杂志。 引用
190+ (ISI), 250+ (Google Scholar).
审稿：24，（IF 从25到1不等，9个杂志）
推荐信：5封独立加1封PhD导师（美国、英国、意大利、加拿大和台湾）。
1封主编审稿证明信
1封公司合作者支持信
参考版上的经验，深挖了自己的贡献。做了油灯图，根据关键词索引了自己的文章，列
出了Small Percentage，也总结了引用并应用自己文章的文献。
感觉所有证据都已经用上了，手头上当时多准备了三封独立推荐信预防RFE（以色列、
爱尔兰、美国；美国那封来自工作界；2封编辑证明信）。

马英九指出，这个法庭的存在，应该是为国际争端定纷息争、避免走上冲突甚至战争。但是，这样的仲裁结果，不但没有排难解纷，反而增加了冲突的可能。「在背後操控的势力，看似赢了面子，其实却输了裡子。」
「菲律宾对中国」南海仲裁案，常设仲裁法院今天公布结果，称中国大陆在9段线范围内主张的历史权利没有法律依据，而南沙群岛的所有海上地物，均为礁岩，包括太平岛在内。
马英九晚间在脸书发文表示，从去年12月到今年5月，包括他在内，150多名部会首长、国内外学者专家和国内外媒体，都访问太平岛，亲眼见证这个淡水充裕（南沙唯一）、农产丰富、生活机能完整的岛屿，完全符合「联合国海洋法公约」第121条关于「岛屿」必须「维持人类生存与自身经济生活」的要件。
他说，至今年4月底为止，也有430篇国际媒体完整陈述「太平岛是岛」的事实。太平岛是「岛」不是「礁」，已是国内外多数人的共识。

仲裁庭发布裁决
今日，根据《联合国海洋法公约》(“《公约》”)附件七组成的仲裁庭就菲律宾共和国
对中华人民共和国提起的仲裁案作出了一致裁决。
该仲裁案涉及在南海的历史性权利的作用和海洋权利的渊源、某些岛礁的地位及其能够
产生的海洋权利，以及菲律宾声称违反了《公约》的中国某些行为的合法性问题。考虑
到《公约》对强制争端解决的限制性规定，仲裁庭强调，它既不对任何涉及陆地领土主
权的问题进行裁决，也不划定当事双方之间的任何边界。
中国反复申明“其不接受、不参与由菲律宾单方面提起的仲裁”。然而，《公约》附件
七规定，“争端一方缺席或不对案件进行辩护，应不妨碍程序的进行”。附件七同时规
定，在争端一方不参与程序的情况下，仲裁庭“必须不但查明对该争端确有管辖权，而
且查明所提要求在事实上和法庭上均确有根据”。因此，在整个程序中，仲裁庭采取了
一些步骤验证菲律宾诉求的正确性，包括要求菲律宾提交进一步的书面论证，在两次庭

发帖数: 116 | 50 DIY的材料准备，基本上都是在版上学到的。 现在我也把我的RFE的response letter分
享下。RFE的response其实也就是再重新组织材料，重新写的petition letter.
看到RFE， 我感觉IO根本没怎么看我的petition letter, 所以在准备response的时候
，都时时考虑，如果IO粗略扫一眼的话，他能不能get the point. 所以用了很多下划
线，加粗之类的highlight 关键词。格式上每一项，每一小项都分清楚。那些个比较复
杂的证据，如果不是非常强，宁可不要。
