I tried once in HK a few years ago.. the words from the VO were:
"this consulate is here for HK residents.. the applicant has to
provide proof of strong ties with HK, for example, working in HK,
studing in HK, visitng families in HK..etc.. "
However, none of these applied to me and of course I did not get
the visa, it was not a rejection. The VO stamped on my passport with
something like "applicant out of the district".
