reject还是major revision。你给reject&resubmit还是major revision都无所谓。但
是前提是你的review要写得详细点。
我个人而言，如果这个稿子的内容实在没有太多的新意，就reject。如果有希望改好，
就给major revision.

and I am still waiting for decision on my revision;
(2), one submitted in early July, still waiting for the referee reports.

(4), one submitted in Aug, 2012, still waiting for reports.

training in RCR有两个reviewer给了unacceptable。查了NIH的网站，说是 【
Regardless of the impact/priority score, applications with unacceptable
plans will not be funded until the applicant provides an acceptable, revised
plan. Institute or Center staff will apply the principles set forth at the
beginning of this Notice to determine the acceptability of the revised plan

志，都给了revision，但那两个都明确说了给120天期限，我用他的账户进system看到
的。我这个没说多少天，感觉是副主编的特殊处理。今天主编告诉老板说因为过了120
天所以技术上不得不重新提交了，但可以按revise处理。
PNAS档次的直接送给AFM？为啥不AM？其实AFM在非材料领域知名度远不如AM，有些美国
化学系教授比如我phd老板甚至不知道AFM，但知道AM。说起来我这个文章博后老版本来
是要投PNAS的，但拖了2年一直没空改完我的版本，我写的版本他嫌太技术化不让直接
用我的版本投PNAS，但我可以帮他投任何其他杂质，所以我就选了现在这个专业里的最

按照以前的major revision的办法走，仍然需要responses to reviewers' comments.
也有的杂志将这个选择当作比major revision还差的editorial decision. |

没lock上rate也不能全怪broker，lender revise rate的时候会暂时关闭rate lock
table，等下一份rate sheet出来，之前的rate就基本已经锁不上了。 |

check. You can mention that you're willing to draft a letter for them to
revise and sign.
Then if they agree, send in the drafts, which I write (with my lawyer's
revision suggestions, but you may DIY), allow them to revise and sign.
Only you know your own work very well, and you can distribute your
achievements in different letters. It's too difficult for them to draft a
letter for an unknown person. |

know how to revise the letters. Then the later letters may not need any
changes any more. Some lawyers respond to each document in a day, others may
take longer, and you can ask her how long she needs.

会给原来的reviewer审。从另一个角度看，如果真有关系，编辑更应该在第二次绕开你。
如果原来的所有审稿意见都明确指向rejection而编辑还在decision letter里说可
以resubmit，那可能有点关系。
我审的稿里面，经常有名不见经传的小机构作者，不大可能和大编辑有connection。第
一次被我拒了但我说建议address the following points for future submissions，
也就是客气一下.然后他们就真的resubmit了，我就得再审。个别的仍然达不到要求，
但我还是给了major revision，但要求必须补ABC data否则还是不能考虑接收。
只有一次，我遇到一个经常邀审稿的北美华人编辑，过去有过接触。在我向来自国内的
一个resubmitted的稿子给major revision后，编辑自己居然作为2nd reviewer写了一
点意见，倒是跟我站在一边要他们补data，但马上给我单独email说他作为2nd
