新的EPA头，据说是不重视环境的，和trump一样，认为气候变化都是中国用来忽悠人的。
icahn说了很多次，炼油厂应该随便排放。。。
如果这个EPA头听了他的，cvi成本会大大减少，利润大大提高。 |

over regualtion对minorities弱势是最不利的.
不说太多大道理. 就举个简单的例子. 大家都有过交通违规吃过ticket吧, 上庭

这就是根结.
严刑峻法, 但是政府没有能力也没有意愿去彻底执行. 美国生活中各种这规定那规定的
法规无数. 大多数都是睁眼闭眼放过. 或者通过法庭/律师免罪.
然而你minorties运气不好, 碰见警察心情不好, 把你抓了, 无论去黑/白法官那里, 还
是走grand jury. 你绝对是大概率的吃亏.
唐人街老移民, 以及意大利裔这样在白人内部被鄙视的族群, 能够立足都是靠拼出来的
, 而不是被施舍来的.
