那里了.另一个是自己通过一个版本.因为两个bill有区别,就要两院开conference
reconcile the bill.这个conference会出来一个版本.这个版本,两院不能改一个字,只
能表决.当然了,参议院是可以filibuster的. |

为什么这么说呢？这是conference的形式决定的。Conferee是两党两院4个领袖来指定
。第2，conference report只要简单多数conferee同意就可以通过。这就保证了能够出
report.第一，boehner可以指定自己的盟友去做conferee,第二，参议员的conferee加
民主党的众议院的conferee可以保证compromised的report通过。
其实，能上conference,已经说明双方的诚意很大了。比如现在民主党参议员们要求开
conference reconcile budget resolution.共和党的参议员们就在filibuster.

divided by waters of kilometers wide. A trip by ferry will take 20 minutes.
It is hard to reconcile that with a trip by boat from Quemoy to City of
Taichung, which is at least 100 miles (or 160 km) apart. |

一般饭店在你用CREDIT CARD付帐单以后, 根据饭店用的MERCHANT BANK不同, 会有15-
25%的RESERVE CREDIT, 就是你CREDIT CARD上的AVAILABLE CREDIT 变少, 比如你的
FOOD是100USD, RUN了机器后, 你的CREDIT CARD的AVAILABLE CREDIT可能会减少(比如
125USD的CREDIT变少, 但不会在客户的CREDIT CARD 上有125USD的TRANSACTION), 这个
基本是为了POTENTIAL TIP做准备用的(如果CONSUMER把TIP也CHARGE在CC上), 每天晚上
到了RECONCILE TRANSACTION的时候, 饭店的OWNER会手动输入TIP AMOUNT, 然后告诉
MERCHANT BANK这个TRANSACTION的FINAL AMOUNT(FOOD+TIP).

credit，年底报税的时候要reconcile。 贫困线下这部分人按照原来法案的设计是通过
各州扩大medicaid来cover的，但是得州和其他共和党控制的州拒绝扩大medicaid，
而按照原来的medicaid需要公民或者绿卡五年以上，绿卡不满五年的这些人什么福利
都没有，除非搬到民主党的加州、麻州等地去。 |
