认可了intrinsic merit和national in scope，但质疑adversely affect the
national interest。
IO指出：
（1）我的6封推荐信里没有independent的，质疑专家意见客观性；
（2）推荐信里没说我的贡献比美国同行高；
（3）我在pl提出的自己具有的突出技能很容易通过labor certification获得。
另外本人小硕，有4篇挂名文章，都是去年才发的，共15次引用。
IO说引用太少，文章不具影响力。另外还说引用都来自其他领域，所以这些文章不能证
明我比同行出色。

过去30天看见好多EB1B的战友被0002和0214 NOID，我也预感不好，今天公司律师告诉
我收到NOID(其实已经过去好几天了），算了下只有20天出头的时间准备材料。
申请的背景如下：
1. PhD，业内大公司R&D Engineer，分析化学背景，偏冷的仪器领域。
2. 一共7篇journal，其中5篇一作。3篇1作和另外2篇不是一作发表在Analytical
Chemistry上（领域top期刊）。
3. 推荐信7封，一封来自导师，一封合作教授，一封公司研发部VP，其他4封是
independent，分别来自美国，英国（2封），瑞典。
4. 提交的时候引用77个，现在89个。
5. 会议oral presentation 4次，poster 1次。
申请的情况：
公司一直用Fragomen的律师，申请过程中感觉水平不行，我自己早期把关了RL（现在看
来是没写好没突出重点）和后期自己按版上的完全重写了PL（自己感觉写的还可以，感
觉IO没看）。
律师的PL claim了4项，只有7页。我后来删减到了3项，扩孔到15页，涵盖很多大家常
用的方式。

如果这个petitioner自己收入不够，这个人的儿子有可能当他的household member，或
者当一位joint sponsor。
这个儿子必须跟这位petitioner一起住，或在这位petitioner的税表上被claim为
dependent，才能当他的household member。如果当household member，这个儿子就填I
-864A，跟着这个儿子的收入就在petitioner的I-864上出现，加到他的household

1。I140能efile吗？preparer填自己的名字可以吗？如果paper file的话，petitioner
老板签字，preparer是不是填自己的信息？因为没有律师，也不需要找hr。
preparer是指律师吧。没有律师就空着好了。
2。怎么保证把receipt 或者其他信（如果rfe的话）都寄到自己的地址？因为想尽量减
少老板的麻烦，担心他不耐烦。
由于你只是beneficiary所以receipt一定会寄给负责签字的人，也就是petitioner。如
果你想提前知道receipt number，track progress可以fill out G1145和email
notification
3。cover letter 和petition letter都要老板签字吗？还是只要其中之一就行？
很多petitioner letter和cover letter其实是和在一起的。petitioner letter最后签
个字就可以了。其实只要petitioner愿意给你签I140差不多就足够了。

钓鱼岛位于中国东海，周围海域面积约为17万平方公里。
钓鱼岛是中国固有领土，中国对于钓鱼岛及附属岛屿拥有无可争辩的主权。钓鱼岛最早
由中国人发现、命名和利用，至少在600年前的明朝时就在中国海防管辖范围之内，自
明、清朝始已经对钓鱼岛有实质控制。日本在中日甲午战争期间，违反国际法暗自霸占
了钓鱼岛。
日本在二战战败后无条件投降，接受《波茨坦公告》及该公告所重申的《开罗宣言》。
《开罗宣言》中承诺将“台湾、澎湖列岛等”在《马关条约》中割让的土地归还中国，
其后的《波茨坦公告》明确规定将日本的主权限制在本州、北海道、九州和四国以及其
它由签署国暨战胜国美国、中国、英国所决定的小岛。
1971年美国与日本签署协定，并于1972年将钓鱼岛列岛的行政管辖权随同琉球管治权一
