钓鱼岛位于中国东海，周围海域面积约为17万平方公里。
钓鱼岛是中国固有领土，中国对于钓鱼岛及附属岛屿拥有无可争辩的主权。钓鱼岛最早
由中国人发现、命名和利用，至少在600年前的明朝时就在中国海防管辖范围之内，自
明、清朝始已经对钓鱼岛有实质控制。日本在中日甲午战争期间，违反国际法暗自霸占
了钓鱼岛。
日本在二战战败后无条件投降，接受《波茨坦公告》及该公告所重申的《开罗宣言》。
《开罗宣言》中承诺将“台湾、澎湖列岛等”在《马关条约》中割让的土地归还中国，
其后的《波茨坦公告》明确规定将日本的主权限制在本州、北海道、九州和四国以及其
它由签署国暨战胜国美国、中国、英国所决定的小岛。
1971年美国与日本签署协定，并于1972年将钓鱼岛列岛的行政管辖权随同琉球管治权一
起交还于日本（但美国政府迄今也未承认日本对该群岛的主权宣称）。中国政府随即开
始对日本对钓鱼岛行使主权提出抗议。
最近日本政府宣布“购买”钓鱼岛及其附属的南小岛和北小岛，实施所谓“国有化”。
这是对中国领土主权的严重侵犯，是对13亿中华儿女包括我们海外华人的公然挑衅，是
对历史事实和国际法理的严重践踏。
为抗议日本政府侵占中国领土钓鱼岛的行为，犹他州华人社区定于九月十五日下午1点
到4点在犹他州议会大厦（Grand South Steps at Utah State Capitol, 350 North
State Street, Salt Lake City, Utah 84114）举行保卫钓鱼岛主权、抗议日本政府将
钓鱼岛“国有化”大型示威集会。我们邀请一切热爱和平的人们参加我们这次示威集会
，向日本政府以及民众发出我们的呼喊。

所有参加者应基于自愿的原则，活动期间遵守本地及联邦法律，听从集会组织者的指挥
，禁止任何含有暴力倾向的言语和行为。请仔细阅读盐湖城关于集会的有关规定。
Rally against Japan’s Illegal “Nationalization” of Chinese Diaoyu Islands
To protest against Japan’s “nationalization” of Diaoyu Islands, the
Chinese community in Utah is organizing a rally, from 1:00 PM to 4:00 PM on
Saturday September 15, 2012, at the Utah State Capitol (Grand South Steps at
Utah State Capitol, 350 North State Street, Salt Lake City, Utah 84114).
The Diaoyu Islands are unequivocally territories of China, which Japan
failed to return to their rightful owner after World War II. The push by the
Japanese right-wing faction to officially seize the Diaoyu Islands has been
heating the confrontation between the Chinese and Japanese authorities. A
most recent example is the Japanese move to “nationalize” the Diaoyu (
called Senkaku by Japan) Islands. The move is reopening the old wounds an
imperialistic Japan inflicted upon the people of the region and fueling
concerns about peace and stability in the area. The Japanese militarism and
imperialist expansionism that underlie its ongoing provocation is a threat
to the peace of East Asia and the world.
We invite all peace-loving people to join our rally to speak out their voice
along with the Chinese community in Utah.

Guidelines for September 15 Rally
The purpose of the rally is to protest Japan’s “nationalization” of
Diaoyu Islands. We, Chinese and Chinese Americans living in Utah, and peace-
loving people of all ethnic groups of the world, must defend our positive
image of peace and harmony loving.
All participants must abide the First Amendment Petition Guidelines (listed
below). In addition, we urge all participants to observe the following
specific guidelines during the rally:
1) Participation in the rally is voluntary; individuals make their own
decisions whether they would join the rally.
2) Participants are required to stay within the boundary of the Grand
South Steps at Utah State Capitol, the designated area for our rally.
3) Participants should follow instructions during the rally.
First Amendment Petition Guidelines
Salt Lake City Corporation
1. Any signs must be carried by hand or supported by lathe-type sticks only.
2. You may not interfere with pedestrians or vehicular traffic. If people
do not stop to listen to you, you may not insist that they do so.
Specifically, you may not grab or attempt to physically restrain or touch
visitors of the businesses or residences in the area or any person on public
or private property.
3. You may not block or attempt to block any entrance or driveways.
4. The petitioner has agreed that the group leader will be the group
coordinator.
5. The petitioner shall use its best efforts to notify all participants of
these rules prior to the start of the event.
6. The petitioner acknowledges that the event is for nonviolent purposes.
7. The petitioner agrees to be responsible to leave the areas of the event
clean, and that all objects such as: signs, sticks, leaflets, or candles
will be removed by the petitioner's group.
8. The petitioner acknowledges the constitutional right of anyone to
ignore or not listen to your group and ignore or not read any information
literature that your group may be passing out.
9. Your group may not obstruct the free passage of pedestrians, vehicles,
block driveways, entrances, or exits to any business or building, and may
not enter onto private property without the permission of the property owner.
10. The group shall abide by all pertinent local, state, and federal
ordinances and laws while conducting the activity.
11. Violent acts will NOT be tolerated in any manner. | w*******a
