That's not a valid argument. There is some problem (namely the exponential
explosion problem) that hardware upgrade cannot solve, does not effectively
overrule the more generic claim that hardware upgrade can solve a lot of
performance problem.
OK, here's the deal. People have realized that out of an entire IT system,
software is the most complicated and the least automated, and hence the
most error-prone and expensive part. |

个非常negative的referee（当然前提是另外两个referees比较positive）。如果给
revision机会，这时不要要求换referee，因为这会让编辑很难办，尤其是那个
referree是个大牛；
rebuttal提交后，如果那个referee还刁难，就需要争取编辑来overrule那个referee；
如果编辑不同意，他会主动建议你找一个新的referee。
注意，除非你老板是绝对大牛（既然你来mitbbs上问，我就suppose你的老板不是大牛
），否则任何时候轻易不要换referee，一旦新的referee仍然negative，就给了编辑很
好的理由来据你的文章；
2）如果你只有两个referees，更不要轻易换，原因同上，总之争取revision再说，除
非不给revision的机会，否则不换也不申诉，任何时候都要礼貌

I think the underlying theory is that the semantics/meaning of the
word/sentence overrules the make-up of the word/sentence, for a normal reader.
Since the meaning is generally the most important aspect in our daily life, we
are trained to focus on the meaning automatically, the phenomenon of
automation. It is so powerful that we can't reverse it even we are required to
do so.
