不想花钱请，于是就自己做了。还没有招我的时候，我老板给我申请的；现在我决定自
己做，省点钱。：）
用的PP服务，6月13号收到的申请，6月16号就批了。呵呵，效率算很高了。网上关于第
一次申请H1B的材料比较多，但是没有明确的关于延期的。我就将自己的cover letter
分享一下，也算是回报板上的xdjm们吧。：）
另外，感谢LP的仔细检查，在我邮寄前发现了一个填表中的大错误，使我及时改过来了
，没有导致RFE或者rejection。 呵呵。好了，以下是cover letter 的内容：

先介绍一下背景：建筑学专业，有一个X州的注册执照，但现在申请工作的Y州的执照还
没有申请下来（一言难尽跟政府部门打交道的难处啊。。。）在递交H1B申请的时候把X
州的执照复印件附上了。
问题就出在工作所在州的执照上，H1B RFE中要求提供工作所在州的执照。原话是这样
的：
Licensure: The proffered position appears to be based on an occupation that
may require a license for an individual to fully perform the duties of the
occupation. Submit the license or evidence from the appropriate licensing
authority that the beneficiary may perform the duties of the position with
no license.....

1131：

memo说的核心就是15-1131 + Level I不能自动满足H-1B Specialty Occupation要求。
其实正如上面律所提到的一样，就算是15-1132/15-1133 + Level II这些都已经经常遇
到RFE要求解释Specialty Occupation，这个memo只是把实际操作标准用文字规范化了
。你实际做过就知道，Specialty Occupation可以4条里任选1条证明，基本上秒过没有
任何难度。USCIS就是用这个来拖时间恶心你，特别是针对加急申请
当然大部分人都不懂H-1B，这个自己没有实际做过都是纸上谈兵。码工position所有
case所有RFE均是100%通过的飘过 |

想咨询一下大家关于RFE的事情 我在做H1b transfer 被USCIS要求RFE了 原因是
Specialty Occupation。
公司请的律师是Fragomen的，律师说RFE的事情 我本人不用参与了 他和新公司的人（
估计是HR） 会一起准备材料 我最后review一下他的回复就可以了 他需要6-8周的准备
时间。
请问这个正常吗 回复一个要那么久吗？
还有 这个Specialty Occupation 是说我本人不需要参与 全靠律师和新公司的HR就能
搞定了吗？
一般Specialty Occupation的RFE的通过率 高吗？
