年payline长那么一点点。可是看来看去IC的budget是flat, fund的project总数还降了

较保守，这周才出来的长2 billion是Senate spending bill, 而且是bipartisan bill
, 就是说这个bill在house应该也会通过，都通过以后大概在12月，这个bill要送回总
统办公室签字生效。我去找来这个Bill看了一下，特定用途的大约0.4b, 也就是说剩下
的1.6b分到27个institute, 每个institute大约59million, 希望这部分钱能有一些用
来fund new application, 这样payline才有可能涨一点。不过59million真心不多，我
的PO也说明年Payline多半不会涨。

执行严格，也没有什么用。比如一个PI可以从Nxx拿75万，从Nxx拿100万，再从Nxx拿
100万，那他每年能拿的其实是没有上限的。

If you are like my family member, then that $25000 has to be cash, it can't
be in other form.
If you dont have the $25000 cash, then you dont get the 30 free trades of
the current month.
But laghs is right. There are other ways to meet the 30 free trades per
month requirement.
In that case, you dont need to have $25000 in cash.
It makes sense to rebalance your account at least once a year. This means
one would trade at least once a year.
