美国海军跟造舰厂商对柏克Flight 3首舰的合同存在一些歧见。美国海军一直以前面一
批柏克Flight 2A使用的固定价款合同（fixed-price contract）来与柏克的两家承造
商──通用动力（ General Dynamics）旗下巴斯钢铁（ Bath Iron Works ，BIW）与
杭廷顿.英格斯（Huntington Ingalls Industries，HII）协商柏克Flight3的首舰的合
同。
BIW不同意柏克Flight 3首舰使用固定价款合同，因为柏克Flight 3相较柏克Flight 2
有许多设计变动，而细部设计还没有完全定案，在这种情况下没有足够信息精确估计成
本。
BIW是柏克级的第一供应商（英格斯向来是第二），美国海军本来打算指定让BIW建造首
艘柏克Flight 3；但由于双方这项歧见，据说美国海军打算邀HII也参与竞争，对BIW施
压。

得全麻，GAO这里分两次搞定，多少钱忘了，反正很少。GAO动作真是利索，没什么感觉
了就结束了。创口第二天就恢复的7788。和网上看到某些恐怖的拔智齿分享比起来，太
幸运了。
不过你一定要找GAO本人。他的APPOINTMENT要提前N久预定。那个诊所还有其他医生，
都不推荐。
GAO好象还是小儿牙医，我们家小朋友也是请他看的，手很轻很专业，小朋友表示很满
意，希望下次还是这个医生。
FAMILY DOCTOR没推荐，自己用了几个都不太满意。同求推荐。 |

作为科技工作者，我们十分关切国内近来多起有关学术研究不端的指控事件。我们愿意
针对科学研究诚信的重要问题表示如下观点：
1. 我们反对任何形式的学术不端行为，并强烈主张一个科技工作者应当保持高标准的
学术道德规范。我们支持揭露任何形式的学术不端。与此同时，要确证学术不端的 案
例，我们必须遵循合法和适当的调查程序。例如，美国公共卫生署关于学术研究不端行
为的处理指南规定，对学术研究不端行为指控的调查，起初应当是非公开 的，其首先
应当由所涉及机构的内部委员会调查并处理。“无罪假定 (Innocent until proven
guilty)”是我们在调查学术不端的指控时必须遵守的一个重要原则。
2. 如果争论或指控不能够在该研究机构内部解决，那么，更高的主管部门和基金支持
机构或专业协会应当介入，建立外部调查委员会，直到问题得到圆满解决。在调查 期

在波音新机型787陆续交付之际，10月24日，美国政府问责办公室（GAO）却在调查
报告中指出787型客机用于制造机身机翼的复合材料在使用与维修方面存在四个安全隐
患问题。
不久前，波音787客机正式交付到首个客户日本全日本航空运输公司（下称“全日
空航空”）手中。不过，22日，全日空航空发布航情通报称，原本定于26日载客首航的
787飞机在进行飞行训练时遭遇雷击。
另一方面，波音近日在中国市场亦遭遇退订尴尬。中国东方航空股份有限公司（下
称“东航”）宣布把24架波音787飞机订单置换为45架737NG飞机，与此同时，中国南方
航空股份有限公司（下称“南航”）也传来将会延迟接受787客机的消息。
