上滑行。你远远地站着往起始位置（promoter）上扔车，如果运气好车掉到轨道上了，
会有一个初始推力让小车沿轨道开始滑行。这就是转录起始。
原核生物转录起始比较简单粗暴。只要有promoter就能稳定转录。真核生物转录的要求
比较高。你扔小车的频率和小车掉到promoter上的概率都比原核中小。所以真核基因用
enhancer作为辅助recruit RNA Pol。1的情况就是不含enhancer的转录：可以转录，但
是水平很低。2.我觉得不是不行，毕竟原核也是用TATA BOX，只是位置比较固定。我猜
hsp之类的promoter如果位置合适可以一试。 |

经常出差, 为了方便想注册一个enhanced ID，结果说enhanced ID对非公民有效期只有
一年，于是退而求其次注册一个普通的驾照，结果说那也不行，需要做背景调查。调查
需要多长时间没说，给了一个号码让自己在网上不定期的查询进度，等背景调查结束之
后才能续驾照。
感想：明显的感觉到了排外，从制度设计上的排外，或者说制度设计上对移民的不信任
。这在床铺当选之前是没有感受到的。感觉这个趋势会越来越明显。 |

纽约州驾照有三种：Enhanced，Real ID，Standard。
Enhanced：必须是美国公民，纽约州居民。可以当护照卡使用（陆路或海路去加拿大墨
西哥加勒比地区）。满足联邦Real ID标准。
Real ID：满足联邦Real ID标准。必须是在美国有合法身份（lawful presence in the
U.S.），纽约州居民。
Standard：不满足联邦Real ID标准。不要求在美国有合法身份，不要求纽约州居民。
有个mailing address就行。
非法移民完全可以申请 Standard。 |

看到WA尽然Complaint了，很好奇它怎么comply的
结果是所有Standard ID都mark ‘Federal Limit’字样，这样所有的现在和以后标准
驾照和ID都不能拿来坐飞机了，这就算compliant了，惊讶的我下巴掉下来了。
然后Washington特意做了个动画来美化自己，说这个Real ID没什么影响，为什么呢
1. 小鲸鱼问鲸鱼爸爸，鲸鱼爸爸说你不到18你不需要ID，理由1
2. 奶牛说我有护照了（所以那个ID不能坐飞机她不关心鸟） 理由2
3. 鸽子说我不坐飞机 理由3
彻底的把你打败，理由都看起来很强大。
其实就是WA啥都没有做，把正常的ID降级了，公民和绿卡想要Enhanced ID要多交钱，
那个Enhanced ID因为可以陆路去加拿大，所以其他Non-PR就不能申请了。
如果你赶在Oct 2020之后去SF renew护照，恭喜你，你慢慢想着怎么回来吧，去的时候
可以
用护照飞过去，回来的时候旧护照作废了，然后，然后。。。。。。。开个单程车飞奔吧

Federal auto safety regulators said Thursday that they are assessing a total
of $70 million in fines against Honda for violating federal safety
reporting requirements.
