友在参议院工作，他也年近四十，职位很不错了，明后年他会竞选众议员。
我是这么说的：时间紧，没钱，没人，怎么推动法案？
他觉得在这种情况下唯一的办法是用心。
所以我们要用心了解每个参议员，短短一段话把马屁拍到最佳境界，然后在第二段话精
炼点题。
如果我们用了心，九十几个议员必然有超过一半的人会亲自阅读我们为他们量身定做的
九十几个马屁，其中有几个甚至十几个议员本来不关心，或者摇摆不定，说不定马屁拍
舒服了，就投了赞成票。

最近『星岛日报』新闻上，有位三藩市华人房东因租霸长期欠租，而被迫银主盘。在银
行清盘的过程中，发现这些导致他破产的租客仍然住在他的楼房里，激愤难当！他与这
些租客发生骂战，并升级到肢体冲突。事后，租霸恶人先告状，报警把房东送进了牢房
。可怜的房东，因为不懂租务法律，白白失去了心爱的房子，一生的积蓄也化为虚有，
还失去了做人的尊严。
这样的故事天天发生，华人业主的租务纠纷，让许多人倾家荡产。甜美的美国梦，有可
能一下子就掉进官非的深渊。这样的故事罄竹难书，令人心酸。三藩市的租务法律为何
到了这种不公平的地步？这要从其租务条例的简史说起。

三藩市是弹丸之地，面积7英里x7英里（121平方公里），人口约80万。人口密度与香港

时间：周一至周五工作时间
美国有两个印钞厂，一个在华盛顿特区，一个就在福特沃斯城北。周围是一片田地。先
经过电子安检门和保安的检查，然后乘坐该厂的大巴前往厂房。
厂房入口部分，一楼是纸币商店，二楼是教育馆。商店里有剪碎的纸币，未裁剪的整版
美元卖，另外还有美元图案的各种用具卖。教育馆内介绍美元历史，美钞印刷术等等。
每半小时会允许一拨参观者进入印钞大楼。参观者通道环绕俯视整个车间。你在这里感
觉不到一般工厂的繁忙，到是能觉察到有点实验室里的一丝不苟的气氛。厂内哪怕一张
