当我进入后，确实是需要你的美国护照来确认身份的。绿卡什么的统统不行。我在这个
论坛听人说不是公民也可以，但是就我所了解的情况来说，貌似没有不是公民的。
如果是公民的话，你和你妻子的简历没有什么问题，但是要去CDER的话还是有Pharma.D
，MD或者JD更容易进。CDER几乎没有不是phd的，有上边那三个学位，至少能把你和其
他竞争者区分开。
就我个人感觉来说，我能感受到FDA对外部人员的态度不是太接受。举个例子，我刚进
入时候，很多人碰到我这个新人，问个好寒暄两句后就是"where do you transfer
from?" 潜意识里他们不认为非FDA的人可以这么easy的进入，所以认为我是从其他部门
transfer来的。
每天内部邮件都会有FDA的空闲职位，但是几乎全部大部分都只consider FDA
employees only。 只有实在招不到了，才会到网站招人。近几年FDA大部分的招人一次
是在2002年，一次是在2008年，只有这种突然性的大规模扩充，外部人员进FDA的机会

exempt.
加州的民猪党其实钻了一个空子，就是应该用总收入determine non-exempt还是exempt
，现在改用hourly rate.这样算起来，其实员工的总收入是远远高于FLSA的limit的。
你们应该去法院告这个恶法

你理解的有问题，如果是salary 但是职责不符合要求，例如一个年薪8万刷马桶的。。
。那么这哥们只要工作超过40小时，超时工资就要按 80,000/52/40= 38.46 (基础工资
）*1.5 = $57.69 支付。
在这里，salary 与否和他exempt是无关的。
反过来，如果一个快餐店manager 收入只有$420/周，但他的职责完全符合要求，他也
不是exempt的。 如果他工作超过40小时每周，也要被支付超时工资。
