我先从“话语”的定义开始。什么是话语？我觉得，话语首先是指一些概念和符号。符
号本身也是概念，是更抽象的概念。这些概念和符号，以及它们的含义，就是话语的一
部分、第一个层次。
其次，话语还包括对这些概念之间的关系的一些叙述（statements）。对这些符号和概
念之间的相互关系、联系的叙述，也是一套话语的一部分。这些关系有的是明确的，有
的是暗含的。这种关系并不见得非常坚固和持久，可能会变。
我觉得话语或话语体系不是意识形态。意识形态应该是比话语更高级别的系统。另外，
话语体系也不是史观，而叙事（discourse）则是由话语构成的。
话语很有规范性。有的是价值中性的，不含规范性的倾向，但有一些话语体系是有价值
取向的。
政治学界的话语体系是什么样的呢？
关于国内的政治学话语，我的说法可能会冒犯同行，他们可能会不高兴。最简单最有效
的讲法就是，我们政治学面对的话语环境最突出的特点就是有一个“自由民主话语霸权
”。自由民主完全成为政治学研究里面的霸权话语。
