is useless.Take the example of speed limit, the enforcement of speed limit
will not eliminate speeding completely --there are a lot people breaking the
limit everyday. But it does make the highway and driving safer for all.
Actually I do not oppose the installment of a policeman in each school. It
might provide some sort of deterrant. But I think the money should come from

上海地铁里的自动扶梯（escalator）是一直开的，电梯（elevator，地铁里的
elevator在上海也被叫做是无障碍通道）在大的站台也是常开的，在冷僻的站台有的是
要呼叫工作人员来开的。人工呼叫是不方便，但这恰恰证明了的确是为了节省运行成本
- 地铁里的elevator是主要是为了方便老弱病残，人工开电梯本身就是对于四肢健全
的搭乘者的一种deterrent.
回到残疾人通道这个事情上，我父母住的公寓楼，在几年前进行了改造，加了ramp, 为
什么？因为楼里的老年人很多，老年人每天买菜带个轮车什么的，上下台阶不太方便，
所以就加了ramp,很实用，比如我回国住父母家，有ramp我搬行李厢就很方便。但如果
普及到普通的办公楼房都要加ramp, 这就不太实用，因为出入办公楼的绝大多数都是年
纪较轻而且健康的人。为了很少一部分腿脚不方便的人专门提供一个ramp, 在现在很讲
实用主义的中国社会，显然不管从意识上，还是经济成本上，都是不会被广泛接受的。

美国海军驱逐舰“科蒂斯·威尔伯号”（路透社）
我国国防部主动发布讯息，有美国的两艘军舰通过台湾海峡。这是继七月之后，美军军
舰再次通过台湾海峡。美方也公开表示，这是美方的例行性通过，也表达美方对印太区
域自由开放的承诺。
熟悉地缘政治的人就了解，美方虽然说是“例行通过”。但短时间内，连续进行两次很
久没有实施的台海航行任务，当然具相当的政治意义。事实上，我们可以见微知著，从
连续几个重大事件的发展来看，中国过去在区域中恣意挑战美国秩序的时代，已经正式
结束了。
在美方军舰通过之前，就已经可从媒体看到相关讯息，这表示美国是蓄意要做这场秀，
才会在表演前昭告天下。既然是秀，就有预设的主要观众，大家也都看得出，老美正在
秀肌肉给中国看。
回顾整个国际的政治经济结构，过去几年，中国在美国创建的自由开放秩序中，以国家
主导市场的模式得利，甚至因而生出创建新秩序，挑战美国霸权的期待，因此引起了美
国的全面反击，这就是目前国际舞台上的主秀，一个单极强权和崛起强权的大国较劲。
所以，与其夸夸而谈说什么台湾是架上商品，我们不如来试着理解美国到底要什么？
