1. We are not better off than 4 years ago.
和四年前比较，jobless rate 更高，Deficit更高。先说JR, 2009年1月约是7.3%. 现
在是7.8%左右，不讨论有没有做假问题，的确是更高。 但是细心想一想，和四年前比
较是不是就合理呢？JR从09年1月开始一直上升到09年的10月的10.10%最高点。 当中有
多少是因为2008年底的大衰退，有多少是因为O8的政策呢？如果是O8不作为，那么又如何
解释从09年最高点后，JR就呈总体下降趋势呢？如果要比较，科学的做法是，比较历次
的大衰退之后的情况，如果普遍来说在JR到最高点后三年都只会下降2-3%，那么只能说
明O8不是特别好，但不能说他差，如果普遍都有超过3%的下跌，那么我们就可以说O8不
行。

杂：国家政府就是先收税再通过服务的方式返还给所有人，也就是对财富进行一定的重
新分配，必然有些人缴税大于所受服务，有些人相反。共和党代表财富被分配出去的人
群的利益，民主党代表被分配到财富的人群的利益。
对于前者（共和党）来说就很简单，当然财富重新分配越少越好，大家都缴最少的税，
因为富人的财富可以take care of themselves。共和党的问题是能够真正take care
of themselves的毕竟是极少数，在民主社会，他们必须要想办法拿到其他阶层的选票。
对于后者（民主党）来这个问题就稍微复杂一点，需要处理3个问题，1）着重收谁的
税，2）收多少税，3）如何花税。因此民主党内部也有很多不同意见，不能形成像
fiscal concervative那样比较统一的message，这是民主党的大软肋。

天天盯着food stamp这点小钱，根本没有拿出balance budge的方案。2012 food stamp
花了多少钱？80B左右吧，deficit 1.1T，你就算是把food stamp全部取消了，也改变
不了huge deficit的现实。而且现在共和党一些人，一说cut spending，就要去cut
EPA，去cut education 和 research 啥的。都是扯淡，你就算是把EPA全砍了也
balance不了。

balanced, it cannot solve the deficit problem.

现在除cut cap balance之外所有的法案都只是cut spending, 并不能cut deficit.
不管是之前的十年cut 4T,还是现在的十年cut 1-2T, 最终的结果还是继续增加债务,只
不过增幅减缓而已.现在美国按照目前奥八的spending level,一年大概增加1T.
最混淆视听的是就算通过cut spending法案,不管DEM or GOP的,顶多也就本届国会只剩
下的FY2012起作用, 对以后的国会并没有强力约束作用.他们会有很多方法避开,最简单
的就是这减了,别的地方再加回来.
只有balanced budget amendment 才能一劳永逸的解决问题.就算这个通过了,也只是意
味着以后不再增加新的债务而已.14.5T的债务加上利息也够还一阵子了.
反对cut spending, cut deficit的基本是靠吃政府过日子的,包括没有收入的懒汉, 政
府工作人员,和靠政府funding活着的.
