就和二战开战当成普通年份一样。
现在经济好了一点了，deficit只有500-600billion，
经济好的时候，deficit只有200-300billion。
这样的正常deficit，需要收多少富人的税率,在30年内可以还清？

importantly, the outlook of economy in certain period of time.
由于交易债卷的多为机构，所以债卷的走向更能反映金融界对未来经济
的综合看法。
长期利率虽然常常受短期利率的影响，但并不总是一致。从这一层，可以暂
时把短期利率的影响撇开。Trading and government deficit 总是存在，
短期无法改变，也可以暂时不管。剩下的只有currency exchange 和 overall
economy condition.
美元目前处于历史的低位，它的价值也受trading/government deficit影响。

的观点是对的。但是例子举反了。public sector的surplus是drive private sector
into debt的元凶。Again，不能把国家和household的债务混为一谈。
Spending有好有坏。Bank bailout是bad spending，Healthcare reform是bad
spending（在经济发展停滞的时候）。但是infrastructure和R＆D spending 是好的，是
productivity backed。Federal deficit在一个有货币发行权的国家从来都不是问题，
bad spending引起federal deficit increase是个大问题。现在在private sector，
earning 和liability有１.４个trillion的gap，这个gap必须要用federal deficit来

account。这个和一般是零，要不怎么叫balance。
我承认，把这个和比上GDP，结果非常小，其实基本上就是零。
这并不代表美国的current account deficit 很小。

It seems like a silly question, right? China's foreign-exchange reserves sto
od at $2.4 trillion at the end of 2009. Yes, China announced that its propos
ed annual budget for 2010 would produce a record deficit, but the deficit is
just $154 billion, or 2.8% of China's gross domestic product. In contrast,
the Congressional Budget Office projects the U.S. budget deficit for fiscal
2010 at $1.3 trillion. That's equal to 9.2% of GDP.

现在除cut cap balance之外所有的法案都只是cut spending, 并不能cut deficit.不
管是之前的十年cut 4T,还是现在的十年cut 1-2T, 最终的结果还是继续增加债务,只不
