拿加州为例，加州的GDP是全国的13%，假设consumption也是全国的13%，
就应该是1347B左右，10-11年消费税6%state+0.5%local一共收了不到30B，
也就是市只有consumption的2.2% 而不是6.5%。
第二，如果不讨论spending，只谈税有意义吗？
第三，参考第一。
第四，我当然喜欢用消费税全部代替所得税，问题是它不可能。如果你

让我想起给孩子读的一个故事《乡下老鼠和城里老鼠》。那时就问她想做哪个老鼠，她
竟然反问起我，理由是妈妈去哪里我就去哪里。然后自问，想想对这个问题的回答，大
致也是偏好（性格和三观）的体现了。而且女儿不知道的是，做父母的，其实在地点的
选择上会更多考虑她。
抛去偏好不谈，就一些事实本身也是很有意思的。比如，城市的规模与人均生产率成正
比。平均而言，同样一个人在大城市的生产率会高过在小城市的生产率，除了各种push
and pull forces，对于做研究的人来说，主要是easy access to more, better and
newer information and ideas。
再比如，location is in fact an asset. 这是Princeton的Esteban Rossi-Hansberg
提出的一个观点。基本的大意是，抽象掉现实中各种鸡毛蒜皮的因素，我们对于工作和
