数就很少很少几乎没有了，但是你一直都在，祝福你和你的家人。也感谢一起相互安慰
，不是光看贴，而是讨论并提供自己经验以及写总结的朋友们。根据自己的经验说几点
必须注意的事项：
1时间！！！这件事决定权以及处理时间都由别人掌控，永远不知道什么事情会发生，
在这种对自己未来很重要的事情上，千万千万不要自我麻痹，拖延，自欺欺人！！！我
不写自己的timeline了，因为每个人遭遇到的情况都不一样，我之前本来可以提前挺久
办，但是就是因为看别人的时间表，大都挺短的，以为自己也差不多，而且想当然的觉
得自己不会像那些特例那么悲剧，长达一年两年的。所以就拖到了留下5个月的时间来
办这个事情，然后精神被生硬折磨了3个月。
Waiver这件事经历三关：大使馆，dos，uscis，任何一个地方都能够给你拖很久，而且
经过我的各种深度考古，三个地方个地方因为各种客观原因拖上6/7个月都常见。排除

难道美国律师是这样的习惯吗？还是要小心。
背景：EB1B 收到RFE，要求证明contribution，主要因为我的citation太少，只有三十
几. 在最初准备时， 我以前的律师已经非常好非常认真了，我也是全力以赴，可IO
对我的reference letters还是非常不满，现在靠我和我以前的律师 response RFE，我
也没什么进步，真是凶多吉少。 我也非常绝望，基本放弃了。
非常偶然看到jianbing (煎饼) 的一个帖子，说他的case也弱，他的律师特别好，所以
得材料都是律师写准备的，后来我让他推荐了他的律师，是个美国姑娘，她review我的
case后说她有信心，收费也合理2250刀，唯一的问题是她要求在接受case前全部付费，
case成功已否跟费用无关。

发帖数: 2520 | 8 最近又有很多人在讨论这个pp不pp的问题。我根据我的那个longitudinal study 再重申一遍：（没看过以前文章的，看http://www.mitbbs.com/article_t/Immigration/32306731.html）
PP不PP，都不会影响最终结果，只有你所在的Cluster会决定结果。我把我以前发表的那篇关于pp的文章的图2 (容易获批的cluster)和图3(比较tough的cluster) 给大家更新下，大家就明白了。
我把4月份 （已经等了6个多月了）批复的case给大家看一下，大家看容易批准的
cluster中 SRC1290007598果真Approved了，我预料SRC1290007505必然也会批准。
大家再看4月对那个tough cluster的批复情况： 4个批复中3个如预料中的被RFE. 可以预测那个initial review的SRC1290008272 凶多吉少。不管他想等多久。
所以，我的观点：
1， 只存在是initial就pp还是追加pp的差别 ---决定是否避开杀手IO.

发帖数: 410 | 9 因为签证和工作的情况有些复杂，考虑在2015年初尝试EB1A的申请。case不是一般的弱
，在这个版上只看到过两个类似的cases，都是DIY的，可能没有律师愿意接这样的case。
基本情况：
理科（非生物），美国博士。9篇journal papers，其中5篇一作，都是领域内比较认可
的杂志。到2015年初引用可能有30左右，一作和非一作引用大约都是15。给3个杂志审
过稿，大约10次，IF 1.5 ~ 3.5，也许短期还能再多些审稿。
学习了这个版上的一些cases，知道我的case最大的问题是引用太少。我做的方向偏基
础，做的人不多（几乎都是在比较好的学校），而且实验周期也比较长，所以短期（甚
至1～2年内）引用不太可能会有大幅度的增加。受版上一个类似case的启发，我查了我
们这个领域几个很有名的教授（获得过重要的学术荣誉）和top schools年轻教授的文
章引用情况，发现我的引用跟他们比并不差，也许还要好一些。
以前没有认真考虑过办绿卡，所以材料和细节方面还有很多不了解的地方，希望得到大

发帖数: 1 | 11 说下我发现的规律，也确实没什么用，最近两周16年nsc十月份一个星期的case批了近
10％了，但百分之80－90％都是case was received，同意楼上各位，这些case 应该是
没有需要打指纹的，或者需要指纹但是不收费 fee waived？比如老人，小孩，还有不
知道什么原因的，确实是fingerprint的批的比较慢。应该是移民局有他们自己的计划。
我还发现一个有意思的现象，应该是在开始批的初期比较明显，比如开始批十月份的
case了，然后移民局似乎在追求每一天百分比的平衡，也就是说当天收件多的就批的多
，收件少的就批的少，这样看似公平，但若某一天收了两千多，就已经批了200多了，
可是如果某一天只收了500个case就一直不动都是零，或者等了很久才批一两个，现在
也只有21个批了，而且确实连approve的总百分比后面case多的都少，比如12和13两天
收的case 最少，一直是前两个星期通过比率最低的，很久很久都是0。我的意思是说当
天收件少的，比较不容易被touch到，这样其实对单个申请者来说概率大大降低，接近

然后变成

上面2个状态往往是同一天发生的，所以不排除是不同TSC处理Case在系统中选择的状态
更新不同造成的。
这样的例子很多，很多人都combo卡都收到了，但131 case的状态还是case received.

今天去open an unpaid case , 结果就收到下面这封信
说我如果明天之前不关掉这个 case, 我就不能拿回来fvf
这是怎么回事, 我记得至少要等4天才能关case, 32天内关都可以, 都可以拿回fvf

但是他收到包裹的第二天，又在ebay上买了两块该款相机的备用电池。
之后，就一直骚扰我，要refund，但又不联系USPS找。
我倒是开USPS mail theft inspection的case，但是USPS的效率，真是让人无语了，至
今没接到任何回复。
最近evil在paypal开了case，要refund
我提供了tracking （delivered）USPS case #
还跟paypal沟通了说了他买电池，很可疑。
paypal假模假式说为了公平，要让buyer提供证据，给了他10天，要police case#
但是,突然今天直接close case了，判buyer赢。
如果这种case，evil能赢，大家都说收到是空盒子算了，空口一说，paypal都支持，
TNND。

I expedite my case, got approval notice for my expedite request with
different receipt number on this
response letter. I didn't pay much attention on this different receipt
number. Today, I found out they just
approve my expedite request , but expedite somebody's case upon my request.
That case was approved. but
my case still in initial review.
Just remind people here to make sure the USCIS expedite your case upon not

如果重新开始填写，会生成新的bar code和case number。
如果重新填写，怎么保证case # 不变了？ 我填了，只有在20行输入 原来就得case
number才能用 原来的case number。 但barcode 就会变了。
我材料都没有寄出，可不可以直接重头申请新的case# 之类的。寄出全新的东西。
那原来那个case# 是否也会一直存在DOS的系统里，而有我的信息？
大家认为我该怎么办？

发帖数: 38 | 48 那天也打了USCIS的电话，然后等了85分钟，终于和一个能查询的人说话了。
USCIS的系统很奇怪，他们一定要你先说出你file了什么Form。然后我就说我没有直接
file任何form，是DOS直接把信息给他们的。接着他们就问，DOS提交了什么form。然后
我就说，我怎么知道，但就是关于J-1豁免的。他们还是坚持问是file了什么form，就
在他们快要失去耐心的时候，我说那就查I-612 form吧。然后他们就查了，要了我姓名
和出生日期，然后说没有任何记录。之前我也看到朋友同批次的朋友说，他们打电话时
也没有查到，但是几天后就收到了I-797C，而且从I-797C的信息上看，case在他们打电
话之前就创建了。我的疑问是：
（1）是不是可以确定，从DOS发到USCIS的case在一个特殊类别里面（不是I-612，或至
少不能直接用I-612查询），查不到不代表没有创建case？
（2）有人知道如何准确描述DOS发过去的case吗？
顺便吐槽一下，USCIS系统太XX，为什么不能用姓名+出生年月日+其他个人信息来定位
人，然后来查找和此人相关的所有case。反而一定要先选择fil... 阅读全帖 |

中方纽约留学服务中心非要我用修改的case number,重新生成barcode page.不然不受
理。哭死！
没办法，只好按中方要求办理。
我给DoS waiver部门写信咨询，说明情况，给中方的barcode是新生成的，与寄给美方
的不同，但case number一致。DoS给的答复是:No need for a new waiver package.
The two case numbers were merged together as one.
也就是说：DOS不需要我重新寄，貌似他们按照case number 来管理处理每个case，而
不是barcode.所以只要case number能对上。 |

发帖数: 1 | 50 首先说明下我的情况，我的J1签证和DS2019上都已标明"not subject to 2-years
residence requirement"，本以为就万事大吉了，但是一月底所在单位有个转H1b机会
希望我能马上开始，跟intl office的负责人沟通过才知道有可能是当时签证时候签证
官犯了本质性错误，建议我马上同时提交advisory opinion和waiver申请，如果真的不
subject顶多损失了申请费，如果真的subject也不耽误时间。
先贡献上我的timeline，具体情况后面会详写，有需要参考的同学可以往后看。

01/25/2016 已在线提交申请，请尽快邮寄材料。
01/27/2016 收到材料，“J-1签证豁免” 申请已受理。
02/03/2016 请补充材料并更正信息。(DS2019需要延期)
02/09/2016 已更正信息，等待再次审核。
02/10/2016 初审通过，已报送所属使领馆。
03/08/2016 您的“J-1签证豁免” 申请已经您所属使（领）馆教育处（组）审核通过
