城际轻轨这个集资就可以了，民间资本不都没地方投资吗？正好可以回拢一下货币，减
轻通货膨胀压力。
乡村集中城镇化本来就是个投资，由投资方获得集中后土地的使用权，而农民可以通过
获得股权红利回报的方法来得到补偿。

首先要肯定做一把手的感觉绝对比任何财富都爽。但是不能长期做，永远做。十年任期
之后你该怎么办呢？那还是要多多搂钱才是正道。
可是你一无才干，二无积累。却想获得巴菲特那个级别的财富该怎么办？很简单，有权
不用，过期作废。
十年任内，把国卖了。任期下来之后就有几辈子都花不完的财富等着你。不卖国，十年
任期内，睥睨天下的感觉的确比任何钱财都爽。但是任期完了之后，权力大大缩水，就
得头疼钱财了。
其实这点美国这种民主制更明晰，只是刚好美国没有买的起的。所以官员只好“卖国”
给部分美国人了（比如米油）。
有人说，十年任期好好干，也能有个千万上亿的身家。虽比不上美国华尔街那些
billionaire但是也够了。为什么还做的。
是的，所以中国某些领导人卖的很少。但是总有些欲壑难填的人做了领导，这就不好办
了。
PS：其实我觉得某些国家民主了反而不如专制的情况，一个原因这在这里。西方经济学
