市场底部不应该被定义为一个指数的绝对最低水平。近期，市场各方已然达成共识，当
前的A股市场正处于底部区域。
在近期的震荡磨底过程中，可以看到令人欣慰的现象，那就是市场在震荡反弹中，底部
越磨越高。
自7月6日的2691.02点，到8月6日的2692.32点，市场在徘徊中不断演绎着反弹行情。上
周，上证指数在触底反弹后，周涨幅达2%，创出近四周最大涨幅。上证指数在2700点一
线形成了双重底的K线形态。笔者观察到，在7月6日至今的几次上涨过程中，市场的反
弹呈现出三大特征。
首先，缩量下跌，反弹略有放量，但持续性不够。
一直以来，量能都是制约大盘的关键因素。可以看到，在7月6日上证指数探出2691.02
点的新低之时，沪市成交额仅为1482亿元。此后，7月20日、21日和22日上证指数形成
三连阳的走势，其成交量也逐渐放大，成交额分别为1557亿元、1870亿元和2287亿元。
随后，市场在震荡回落中成交量再次不断萎缩，以至于在8月7日和8月9日涨幅达2.74%

签证办公室（Visa Office）通过对cut-off dates的控制，在财政年度（每年十月为财年第一个月）的前三个季度对职业移民类缓慢释放签证名额（比如在2011财年，职业移民类前三季度仅仅发出了年度总额58.6%的签证数），在最后一个季度才大幅度移动cut-off days放出大量没用完的名额。导致绿卡申请人的等待时间被延长。并且由于移民局资源有限，如果在最后一个季度没有及时处理足够的申请，绿卡签证名额就会被浪费（移民法规定，一个财年没有用完的名额不能挪到下一年使用）。近年职业移民绿卡申请严重积压，如果绿卡名额再被浪费，积压的情况就会被加剧。
按季度分配27%的职业移民绿卡名额的好处：
1. 能缩短绿卡申请人的等待时间（比如很多申请人就能在２０１１年拿到绿卡而不必等到２０１２年夏天）；
2. 尽量避免绿卡签证名额的浪费
法律依据：
ＮＩＵ聘请了专业律师对移民法进行分析研究，认为签证办公室目前的季度分配现状不符合移民法第201条27%限额规定的立法精神，我们需要做的就是敦促移民局提高效率依法办事。
