You can apply at the bank or use an agent. Some lender offer no fee HELOC
from time to time if you already have loan with them.
有何利弊?
I got one to buy a new car, same rate as my mortgage (much less than a new
car loan from the bank), also interest is tax deductible.
贷出来的钱是不是想干啥都行？
I believe that is the case, you can do what ever you want.

they will tell you how much HELOC you can get, based on your house value and
your current mortgage amount.
