once you reach 4.5, you will be there like forever...

USTA just want to get more players in 4.0 and 4.5 basket.So the distribution
graph looks good to management team.
They just don't care sandbag at all.

Now USTA makes the value of USTA rating close to their bar.

2008秋 self-rated 3.5, 和老太太一起打了四场双打6.5 combo，三胜一负，被
computer给我降回了3.0 C; 然后2009打了一年3.5单打 or 7.0混双，参加州赛两次，+
08年秋季算成09年early start，总胜率70%左右，所以年终回到3.5 B。我打league主
要是为了好玩儿，呵呵，去年春季每周两次，还要下班赶30迈去打球，有的比赛就没什
么状态，不过倒是长了点比赛经验。我们这儿的rating很好玩儿的，基本上属于混沌中
有一点序，呵呵

As i have said long time ago, normal amateur Chinese wont have problem to
get into 4.5 ranking. 4.0 is a level that an average tennis enthusiast
can reach, just tomorrow or the day after tomorrow.
I know lot of people(not chinese tho) start to touch tennis at their 40s,
and playing 4.0 league with OK score after 4~5 years actively playing.
