It says: "no loan could be attained because of the condition of the home. It
should be cash only. "
What does this mean ? The list price of the house is 300K$,
does bank think the value of the house is about zero ?
Agent told me that, if someone buys it with cash, then do a major re-
innovation, then can apply for mortgage again, to get cash out.
(Assume someone 七借八借 and 买了这个房子,), how difficult will it be to
get a "cash-out" refinance in future ?

The bank told you that you have to pay cash. It doesn't mean the bank think
the house value is zero. It means the bank think it is risky to borrow you
the money and you better to pay with cash.
It will take several month after escrow closing to refinance. It is still possible that the bank doesn't want to
