具体就是说：
seller is hereby notified to consult with his/her own closing attorney and
tax professional concerning the applicability of the foreign investment tax
act - FIRPTA which may require tax withhoulding to be collected from the
seller at the closing of any sales of property. examples of this may include
the following:
non united states citizen
non resident alien
foreign corporation, partnetship, trust, or estate
it is seller's responsiblitity to see independent tax advice prior to any
closing date regarding such tax matters.
这个在closing的时候对sellor有啥影响？要预先交钱么？我的agent说他也不太清楚，
说这条去年才加的。
