Shanghai for 1 year then you are qualified to apply L1B visa. L1B doesn't
limited by the quota and prevailed salary. Meanwhile you will get an offer
with a print salary without negotiation.
With L1B, you cannot change employer. If you do, you need another H1b under
the quota and long gap (6 months) from filing to onboard. Due to that, very
rare companies are willing to sponsor you.
I guess, your proposed employer is an ICC. Am I right?
